V-15-7l TO PERMIT THE CONSTRUCTION OF A BUILDING ADDITION ONTO THE SIDE OF AN EXISTING COMMERCIAL STRUCTURE IN THE C-2 ZONE. (MILLER) WHEREAS, 1n the matter of Var1ance App11cat1on No. V-15-7l, the Plann1ng COlDlll1ss1on of the C1ty of Seal Beach does report as follows 1. SUbJect request was 1n1t1ated by Mr. Stan M1ller, 245 Mar1na Dr1ve, Long Beach, Cal1forn1a. 2. SubJect property 1S legally descr1bed as lots 5 and 6, Block 209, Bay V1ew Tract and 1S more commonly known as 909, 90~ and 911 Electr1c Avenue, Seal Beach. 3. SUbJect proposes the construct10n of a two story bU1ld1ng add1t10n onto the s1de of an eX1st1ng commerc1al bU1ld1ng 1n the C-2 Zone w1th var1ance cons1derat10n requ1red for (1.) less than the requ1red number of on-s1te park1ng spaces (2.) some spaces of less than the requ1red w1dth (3.) less than the requ1red turn1ng rad1us for 900 park1ng (4.) two on-s1te tandem park1ng spaces, and (5.) lot coverage 1n excess of percentage pe=tted by code. WHEREAS, the Plann1ng C0mm1SS10n f1nd1ngs are as follows 1. The proposed construct10n was cons1dered an add1t1on to the eX1st1ng bU1ld1ng because (1.) the fac1hhes would share a common wall and (2.) two doors would prov1de access between the second story port10ns of the bU1ld1ng. 2. The uses proposed for the prem1ses would be l1m1ted to a hardware store, beauty shop, s81l loft and accompan1ng off1ce. The requ1red number of on-s1te park1ng spaces for these operat1ons would be 24, the app11cant 18 proponng a total of 16. 3. It 1S proposed that the eX1st1ng block bU1ld1ng at the rear of the s1te would rema1n. 4. A member of the aud1ence charged that on-s1te park1ng area 1n the bU1ld1ng wh1ch presently conta1ns the hardware store, beauty shop and sa1d loft, has been used for storage and not for the park1ng of motor veh1cles. 5. Several members of the aud1ence spoke 1n Oppos1t1on to the proposal and several Yr1tten commun1cat10ns were rece1ved oppos1ng the apl11cants request. 6. The app11cant reported that a request of a s1m1lar nature hdd been approved approx1mately two years ago, but that 1t had not been econom1cally feas1ble to beg1n construct10n at that t1me. 7. The app11cant was 1nformed that a cont1nuance could be requested 1n order to prov1de suff1c1ent t1me for the plans to be rev1sed to proV1de add1t1onal on-s1te park1ng.
