or SEAL BEACH RFPORTING FINDINGS WITH RLGARD TO THE
CITY OF LOS ALAMITOS PROPOSED LAND USE PLAN rOR Tllli
NAVAL AIR STATION
l~lEREAS, 1n the matter of reV1ew and study of the C1ty of Los Alam1tos proposed
land use plan for the Naval A1r Stat10n the Plann1ng Comm1ss1on of the
C1ty of Seal Beach does report as follows
1 SubJect plan 1S a proposed alternat1ve to the Department of the Navy's
proposal to construct m1htary hous1ng unHS at the Naval A1r Stahon
sIte
2 SubJect s1te compr1ses 1,330 acres located 1n the C1ty of Los Alam1tos
duectly adJacent to the CHy of Seal Beach
3 Land use at sa1d s1te has been the subJect of a number of Seal Beach
C1ty Counc1l po11cy statements
A Res No 1804 - Not1ng 1ncompat1b1l1ty of use as a1r fac1l1ty,
favor1ng 1ndustr1al and res1uent1al use

Res No 1843 - Favor1ng acqu1s1t1on of school s1tes and reg10nal
open space, lf the a1r ~tat1on were to become 1nactIve
C Res No lSQl - Oppos1ng a1r fac1l1ty of any type
D Res No 1901 - Favor1ng a reg10nal park at the proposed deact1vated
a1r stahon
E Res No 1905 - Urg1ng construct1on of h1gh qua11ty hous1ng un1ts
4 Future land use po11cy addressed by subJect plan ~1ll undoubtedly have
a s1gn1f1cant 1mpact on res1dents of Seal Beach part1cularly those
l1v1ng adJacent to the s1te
l~IEREAS, the Plann1ng Comm1ss1on w1th reference to the proposed plan does therefore
offer the follow1ng flnd1ngs
1 The proposed plan represents a balanced approach to land use - that IS,
1t des1gnates certa1n areas for res1dent1al, research and development,
town center, euucat1on, recreatIon, open space, and c1rculat1on uses
and descr1bes the funct10nal relatIonshIps among such uses - unlIke the
Department of the Navy proposal, namely, up to 2600 m1l1tary hous1ng
un1ts prlmar1ly Intended for en11sted personnel

The proposed plan, 1n many respects, conforms w1th pr10r Seal Beach C1ty
Counc1l Po11cy Statements favor1ng certa1n uses of the S1tC
3 The proposed plan In concept seems vastly superlour to the Navy's
proposal for 2600 hous1ng un1ts, of the type descr1bed above
4 Several proposals conta1ned In the plan are v1ewed w1th certa1n reserva-
tlons and are as follows
A C1rculat1on w1se, the plan does not appear to offer solut1ons to
problems In1t1ally outlIned, w1th the except10n that dur1ng peak
per10ds 1t may re11eve some surface street pressure on Katella
Avenue and perhaps Valley V1ew Street But probably at the expense
of 1ncreaslng pressure on Seal Beach Blvd and on Lampson Avenue
wlth1n the CIty of Seal Beach probably necessltat1ng add1tlonal
s1gnallzatlon and h1gher ma1ntenance costs
B In VIew of 1tS d1stance from the 405 Freeway and the proposed
c1rculat1on plan, the proposal for a reg10nal commerc1al development

that purpose could force an extentl.on of R ~ D uses to the proposed
commercl.al Sl.te "Electronl.cs plants, factorl.es for modern precl.sl.on
components and small factones" adJacent to sl.ngle faml.ly areas
located l.n Seal Beach Park East seems untenable

does hereby report l.ts fl.ndl.ngs wl.th regard to the Cl.ty of Los Alaml.tos proposed
land use plan for the Naval Al.r Statl.on
