RESOLUTION NO. 702
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SEAL BEACH ADOPTING AN AMENDMENT TO THE INTERIM
OPEN SPACE/RECREATION ELEMENT TO THE GENERAL PLAN
AND RECOMMENDING THAT THE CITY COUNCIL AMEND THE
ELEMENT.
WHEREAS, in the matter of adding a park standard to the Interim Open Space/
Recreation Element to the General Plan, the Planning Commission of the
City of Seal Beach does report as follows:

A city may, under the provisions of a subdivision ordinance require,
the dedication of land or payment of fees in lieu thereof of both
for park and recreation purposes.
In order to require fees or land a city must adopt an Open Space
element.
It is desireable to have criteria which establishes a ratio of park
land to population contained within that element.
The City's adopted Interim. Open Space/Recreation Element does
not presently contain this criteria,
The attached amendment ( Exhibit "A") is proposed to be added to the
OS/RE on the bottom of page 2.
WHEREAS, the Planning Commission findings are as follows:
1. The required public hearing was advertised by posting
2. A public hearing was held and the public invited to speak
3. The existing park standard which is proposed to be amended into the
Interim Open Space/Recreation Element reflects the current and
anticipated nepds of the City of Seal Beach
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the
City of Seal Beach does hereby approve the park standard of 4ac/1000
population and recommend to the City Council adoption of the amendment to
the Interim Open Space/Recreation Element to the General Plan.

ADOPTED AND APPROVED this 15th day of November, 1972.

regular meeting of the Planning Commission of the City of Seal Beach
which was held on Wednesday, November 15, 1972, and carried by the

level has been four acre's of parklands for each 1,000 rrsidents. The city
recognizes the fact that this stan<!ard has not al'Aays bcrn adhered to in the
past. H~~ever, inconsideration of thc i~portancc of open space and recreation
as contributing factors to the cO~:!Ilunities welfare, lhe city will strive to
attai.n lhis standard 1n areas \/hieh may be developed in the future,
