RESOLUTION NO. 676 A RESOLUTION OF THE PLANNING COMHISSION OF THE CITY OF SEAL BEACH APPROVING VARIANCE APPLICATION NUMBER V-39-72 TO PER}JIT CONSTRUCTION OF A DUPLEX WITH TANDEM PARKING IN R-3 ZONE. (ESPOY) WHEREAS, in the matter of V-39-72 the Planning Commission of the City of Seal Beach doe~ report as follows: 1. Subject ca~e initiated by Henrv Espoy, 4036 Calle Marlene, San Clemente. 2. Subject property described as Lot 26, Block F, Tract 1 (1625 Seal Way). 3. Subject proposal is to construct a duplex in the R-3 zone with tandem parkin!!;. WHEREAS, the Planning Commission findings are as follow~: 1. Tandem parking has been aporoved on narrow lots in this area. 2. All other code requirements have been met. NOW THEREFORE, BE IT RESOLVED that the Plannin!!; Commission of the City of Seal Beach does hereby apnrove V-39-72 with the follOWing conditions: 1. Engineering conditions, 2. Land use al!;reement limiting units to 2, reservinl!; parking for vehicles and annual inspection. 3. Landscaping plans to the satisfaction of the staff. Developer shall comply with-all applicable provisions of City ordinances concerning payment of fees or assessments. 2. Prior to issuance of a build1ng permit the developer shall submit to the City Engineer a grading plan show1ng proposed dra1nage flow. If a foot or more grade different1al eX1sts along property boundar1es, a retaining wall shall be prov1ded. 3: Provisions shall be m~de for future underground power and telephone connections. This shall cons1st of plast1c conduits from power panel or telephone line hookup to the alley propelty l1ne. 4.
