A RESOLUTION OF TIm PL~NING CO~~ISSION OF TIlE
CITY OF Sr~\L BEACH RECOl~NDING TO THE CITY
com,CIL TIIAT ORDINANCE NO. 826, LICENSr~G AND
CONDUCT OF SWAP MEETS, BE REPEALED IN ITS ENTIRETY.
WHEREAS: in the matter of Ordinance No. 826, Licens1ng and Conduct of Swap Meets,
the Planning Commiss10n of the City of Seal Beach does report as follows:
1. The City Code contains Ordinance No. 826 which provides for licensing and
conduct of swap meets.
2. The Zoning cOde does not provide either a zone for or a method of treatment
of the use "swap meet."
WHEREAS, the Planning Commission findings are as follows:
1. The Planning Commission feels that the use "syap meet" is incompatible with
the general welfare and exist1ng land uses w1lhin the City of Seal Beach.
2. The presence of Ord1nance No. 826 in the C1ty Code does not reflecL this
incompaLio1lity of "syap meets" WJth other land use!. in the City of Seal Beach.
3. Ordinance No. 826, in the optnion 01 the Planning Commission, appears to
favor certain individuals and localions.
4. The use "swap meet," in the opinion of the Planning Commission, could
present certain undes1rable policing problems 1f allowed in Lhe City.

NOI" TllEREFORE, BE IT RESOLVED that the Plann1ng Commission of the City of Seal
Beach does hereby recommend to the City Council that Ordinance No. 826 bl.' repealed
in its entirely.
