A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING AN OPEN SPACE/
RECREATION ELEMENT TO THE GENERAL PLAN AND
RECOMMENDING TO THE CITY COUNCII: ITS ADOPTION
AND REPEAL OF ANY PROVISIONS OF THE GENERAL
PLAN WHICH MAY CONFLICT WITH SAID ELnIENT.

WHERF..AS, in the matter of an Open Space/Recreation Element to the General. Plan,
the Planning Commission of the City of Seal Beach does report as follows:

1. Under California state law all cities must adopt an Open Space Element t.o
its General Plan by June 30, 197:i.
2. A proposed Open Space/Recreation Element was developed and submitted to
the Planning Commission to satisfy the state law.
3. The Planning Cammission met in study sessions to provide input to the staff
and provide guidelines for items to be included in the Open Space/Recreation
Element.
WHEREAS, the Planning Commission findings are as follows:
1. The required public hearings were advertised by posting and news releases.
2. Public hearings were held and various persons spoke regarding items in t.he
proposed element.
3. Except for the 7.8 acre parcel adjacent to College Park East, zoned B-3, all
existing and proposed parcels are in conformity with the adopted General Plan
for Seal Beach and are in agreement with the Orange County Open Space Plan
and federal plans for lands wi thin Seal Beach's planning area.
4. The proposed Open Space/Recreation Element reflects the current and planned
needs of Seal Beach.

5. The City Council is currently studying the desirability of including the
7.8 acrca parcel adjacent to College Park East in the City's open space
plans and should the City Council decide to acquire this property at. a
future date, it could be amended into the Open Space/Recreation Element.

6. Tlle proposed Open Space/Recreation Element appears to satisfy the California -
state law requirl.1Ig an open space element and is intended to satisfy the
provisions of this law. ..

NOV;, THEREFOPE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does h'?reby approve the Open Space/Recreation Element to the General Plan,
1Ml. t'l "the deleti.on of the 7.8 acre parcel adjacent to College Park East zoned R-3,
and reco!lBUends to the Cl.ty Council adoption of the Element.
