A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING AND RECOMMENDING
TO THE CITY COUNCIL THE ADOPTION OF AN ORDINANCE
AMENDING ARTICLE 2, DEFINITIONS, AND SECTION 1835.
OF ARTICLE 18, AUTOMOBILE SERVICE STATIONS;
PERFORMANCE AND DEVELOPMENT STANDARDS, OF
ORDINANCE NO. 628, ZONING ORDINANCE.
WHEREAS, in the matter of areview of the performance and development standards
for automobile service stat~ons, the Plann~ng Commission of the City of Seal
Beach does report as follows:
1. The City Council directed the Planning Commiss~on to re-exam~ne and consider
possible revisions of Article 2, Definit~ons, and Section 1835 of Article
18 of the Zoning Appendix regard~ng performance and development standards
for automobile service stations.
2. After a detailed evaluation of those port~ons of the Code concerning service
station performance and development standards, the Plann~ng Commission would
recommend m~nor changes in the present provisions.
3. A public hear~ng was held to consider the proposed SllIendments on November
18, 1910.
4. According to Section 2111 of the Zoning Appendix of the City Code, the City
Council must hold a public hearing on the Planning Commission's recommendation
for amendment and said public hearing was not held.
5. After determining that the required pubhc hearing was not held, the Planning
Commission advertised to recons~der this amendment at a publ~c hearing on
June 1, 1.912.
WHEREAS, the Planning Commission findings are as follows:
1. A survey of 25 Orange County cities concluded that the regulations enacted by
Seal Beach were comparable to those in most other communit~es in the County.
2. Fourteen cities in Orange County regulate service station operations through
control ordinances.
3. Service station signs are restricted by all communities in the survey area.
Eighteen municipalities prohibit portable s~gns, while seven cities permit
their use.
4. Eighteen cities in the County restrict the location of merchandue outside
buildings. Seven communities prohibit all outdoor dupl.ays.
5. Every service station dealer ~n the City was encouraged to partic~pate in the
review of the existing regulations.

NOW, THEREFORE, BE IT RESOLVED that the Planning COIIDDission of the City of Seal
Beach does hereby uphold its prev10us action and approves the proposed BIIIendment
and recOllDDends to the City Council the adoption of an ordinance BIIIending Article 2,
Definitions, and Section 1835 of Article 18, Automobile Service Stat1ons;
Performance and Development Standards, of Ordinance No. 628, Zoning Ordinance,
as shown on Exhibit "A" attached hereto.
ADOPTED AND APPROVED this 7th d~ of June, 1972.
