RESOLUTION NO. 6~o A RESOLUTION OF THE PLANNING COMMISSION OF TIlE CITY OF SEAL BEACH REPORTING FINDINGS AND MAKING RECOMMENDATIONS TO TIlE CITY COUNCIL REGARDING SOLUTIONS TO THE PARKING PROBLEMS IN THE CITY'S COASTAL DISTRICT. In consideration of possible alternatives intended to reduce parking congestion in the coastal section of the City, the Planning CllIIIIIIission of the City of Seal Beach does report as follOlfs: WHEREAS, BUtCBDobile parking congestion has becClllle a major problem in the coastal section of the City; and WHEREAS, the City Council of the City of Seal Beach has requested that the Planning Call1llission make recllllllllendations regarding possible solutions to the parking issue; and WHEREAS, the Planning CCllllllission has reviewed and evaluated each of the thirteen proposals included in the pB:l'king study prepared by the staff; and WHEREAS, the Planning CCllllllission has previousJ;y recClllllllended that the City Council adopt a program restricting parking on one side of the street in portions of the coastal district. . NOW, THEREFORE, BE IT RESOLVED that the Planning CCllllllission of the City of Seal Beach does recOllllllend the following: 1. That the City Council direct that a study be prepared to determine the desirability of developing a "Residential Occupancy Permit Program" and/or a "Report of Residential Bu.ilding Records Program" in Seal Beach. (See Exhibit A.) 2. That the City Council request that the Planning CllIIIIIIission conduct a public hearing to consider an amendment to the zoning ordinance to increase the on-site parking requirements for proposed tvo-bedroCBD units from 1\:1 to 2:1. (See Exhibit B, Item No.4) 3. That the City Council request that a master plan for developlllent be under- taken to determine the future use and physical alignment of the Pacific Electric right-of-w~ and the Electric Avenues to determine the desirability of using a portion of said area for parking purposes. (See Exhibit B, Item No.6) 4. That clear title should be obtained for the access road leading to the First Street Parking Lot in order to permit the expansion of the First Street facility in the relativeJ;y near future. (See Exhibit B, Item No.7) 5. That other proposed solutions appear to be impractical or infeasible at the present time or in the near future. .
