RESOWTION NO. 626
A RESOWTION OF TIlE PlANNING COMMISSION OF THE
CITY OF SEAL BEACH RECOMMENDING TO THE CITY
COUNCIL ADOPTION OF A PROGRAM TO RESTRICT PARKING
ON ONE SIDE OF TIlE STRur IN PORTIONS OF TIlE
COASTAL DISTRICT.
In consideration of possible alternatives designed to reduce parking congestion
. in the coastal sect10n of the City, the Planning Cammission of the City of Seal
Beach does report as follows:
WHEREAS, autanobile parking congestion has become a major problem in the coastal
section of the City of Seal Beach, with the most critical parking shortage
experienced during the summer months; and
WHEREAS, the City Council of the City of Seal Beach has requested that the
Planning Commission make recommendations regarding possible solutions to the
parking issue; and
WHEREAS, the Planning Commission has conducted a review of a report prepared by
the Planning Department containing a number of possible short term and long range
solutions to the park1ng problem; and
WHEREAS, the Planning Commission 1S of the opinion that measures should be initiated
as quickly as possible to minimize the parking prOblem anticipated during the
forth caning summer months; and
WHEREAS, the Commission is of the opinion that restricted parking in portions of
the coastal district as proposed under Item No. 1 of the parking study (see
Exhibit A) would reduce parking congestion near the beach by encouraging beach
visitors to use the municipal parking lots.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal
Beach does recommend the following:
1. That the City Council initiate a program to restrict parking on one side of
the street in the area south of the Pacific Electric right-of-way and Marina
Drive as outlined in Item No. 1 of the parking report prepared by the
Planning Department.
2. That the City Council consider increasing the fine/bail schedule for parking
violations from three to five or ten dollars.
3. That parking stickers be sold for a fee covering administration costs. Those
automobiles displ~ing parking stickers would not be subject to the one-hour
parking limitation.
4. That ~ excess revenue generated be reserved for future parking lot development.
