RESOLUTION NO. 772
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL \lEACH APPROVING A PROPOSED LAND
USE ELEMENT TO TIlE GENERAL PLAN AND RECOMMENDING
ADOPTION BY TIlE CITY COUNCIL.
WHEREAS, in the matter of the Land Use Element to the General Plan, the Planning
COIIIIII1ssion of the City of Seal Beach does report as follows:
1. The planning consulting firm of Haworth, Anderson and Lafer bave been
employed by the City to prepare a Land Use Element to the General Plan.
2. The City is preparing the Element under the California Slate Conservation,
Planning and Zoning Act (Title 7, Chapter 3, Article 5. Section 65302).
3. During the preparation of the Element the consultants have worked closely
with the City Council, Planning Commission. general public and city staff
in order that community direction be properly defined.
WHEREAS. the Planning CoDDDission findings are as follows:
1. The Environmental Impact Report to the Land Use Element was considered at
a public hesring and approved with minor changes.
2. The Land Use Element was considered at a public hearing during which
public testimony was encouraged and received.

proposed Land Use Element was considered with the following clarifications:
The property where Beverly Manor Convalescent Hospital is located be
shown as Service CODDDercial rather than General CODDDercial.
That the property at the rear of the Ilbssmoor Center, approximately
3/4 A.. at the rear of the library. be shown as General CODDDercial
rather thanlMU~tiple Residential.
That the annexation of the RosSIIlOor area not be given favorable
consideration and delete this area from the planning boundaries of
the General Plan.
D. That the density be established as 1,875 s.f. of lot area per dwelling
unit in the R-2 Zone. and 1.250 s.f. of lot area per dwelling unit in
the R-3 Zone, only in District I, south of Pacific Coast Highway.
E. That no additional cODDDercial development be made at the base of the
Municipal Pier, but suggest and encourage upgrading and improving the
existing parks and pier facilities.

F. That the P.E. right of way be basically an open space/green belt with
some future public facilities as needed. Additional parking be limited
to need generated by such public facilities, but no additional parking
to be provided for cODDDercial or tourist usage. Designate this srea
as a Park/Public Use Zone.
G. That the undeveloped laM at the Rockwell International site (approx.
60 acres) be designated as Light Industrial.
H. That the Los Angeles Water and Power property located westerly of First
Street be designated as a Residential/Park Zone with the requirements
that a specific plan be developed including the recODDDendation that a
minimum of 3 acres be devoted to the parksite and a proposed density
factor of 14 residential units per gross acre.
I. That further consideration be given to the development of a specific
plan for Main Street to be worked out in cooperation with the merchants
of the area.
J. That parking lots in the beach and pier area not be increased or enlarged,
and encourage investigation of alternative methods of transport to and
from the beach area with first consideration given to a tram/minibus
service concept from an outlying parking area.
NOW, THEREFORE, BE IT RESOLVED that the Planning CoDDDission of the City of Seal
Beach does hereby approve the proposed Land Use Element to the General Plan
as modified by subparagraphs A through J under Finding No.3 above and recommends
that the City Council adopt the revised Land Use Element.
ADOPTED AND APPROVED this 29th day of August, 1973.
