Mayor's Appointments -Approve Resolution No. 5826 revising and confirming appointments made by Mayor of Council Representatives to Various Boards, Agencies and Organizations Assigning Certain Duties to Councilmembers and rescinding Resolution Number 5710. B. Boards, Committees, and Commissions - Review and make appointments to the expired terms or vacant positions on the various Boards, Committees, and Commissions for the City of Seal Beach. C. Red Curb and Spacing adjacent to fire hydrants -Direct staff to paint red curb 15 feet on either side of all fire hydrants in the City. (Miller) D. Seal Beach Detention Center Operation Update -Receive and file, provide Staff direction regarding future Seal Beach Detention Center operations, to include staying the course through June 2009 whereupon it will again review jail operations assessing its cost effectiveness, and make further recommendations. (Shanks) E. Police Officer Time Devoted to Council Districts -Receive and file report regarding police time devoted to each of the 5 Seal Beach political sub-divisions or districts. Recreation and Parks Commission -Waive further reading and adopt Ordinance No. 1582 amending Municipal Code section 3.10.015 relating to the composition of the commission by changing the term of membership on the commission to 4 years. *M. Planning Commission - Introduce Ordinance No. 1583 amending Municipal Code section 3.10.010 relating to the term of membership - eliminating term limits and schedule adoption for the next council meeting. Homeland Security Grant Program -Adopt Resolution No. 5829 accepting funds and approving the agreement for transfer or purchase of equipment/services or for reimbursement of training costs for FY 2008 Urban Areas Security Initiative (UASI). *P. Memorandum of Agreement between the County of Orange and the City of Seal Beach -Receive and file the agreement wherein the County is requesting reimbursement from the State of California for ail fire related law enforcement services rendered during the 2008 Freeway Complex Fire. *O. Environmental Enhancement and Mitigation (EEM) Program Grant Funds -Adopt Resolution No. 5830 authorizing staff to submit a grant application (Seal Beach Blvd. and Lampson Ave. Median Improvements). *R. Temporary Fire Station #48 located at Seal Beach Leisure World - Receive and file the agreement with Garcia Juarez Construction Inc. for water and sewer line installation ($14,900.00). *S. 2008-2009 Local Street Resurfacing Program, CIP No. ST0906 - Approve the recommendation of the Pavement Management AdHoc Committee (Antos and Miller) that Council revise the 2008-2009 Local Street Resurfacing Program (CIP No. ST0906) and direct staff to bring back for Council approval the necessary documents, including a budget amendment, to implement the program. Housing and Community Development Program of the County of Orange, Program Year 2009-2010 - Adopt Resolution No. 5831 approving the City's participation in the program to receive Community Development Block Grant (CDBG) funds for low/moderate Income Housing projects. Monday January 12, 2009 UNFINISHED BUSINESS U. 2009 Seal Beach Lease Revenue Bonds, Series 2009 -Adopt City Council Resolution No. 5832 and Seal Beach Public Financing Authority Resolution No. FA 08-02 designating the Seal Beach Public Financing Authority Lease Revenue Bonds, Series 2009 as qualified tax-exempt obligations and authorizing the City Manager to execute any and all instruments necessary to complete this financing for the new Fire Station #48. V. Ordinance No. 1576 -Title 11, Zoning -Provide direction to staff regarding actions relative to Title 11: Repeal Ordinance No. 1576; Call for a special election; or Continue consideration of this matter to a future meeting.
