HYDRANTS
SUMMARY OF REQUEST:
The purpose of this report is to follow-up on the Ciry Council request to paint red
curb in front of all fire hydrants in the City.
BACKGROUND:
1. Red Curbing.
The subject of parking next to fire hydrants is addressed in the California
Vehicle Code (CVC) in Section 22514, which states, "No person shall stop, park,
or leave standing any vehicle within 15 feet of a fire hydrant..." Since the CVC
already states that it is illegal to park within 15 feet of a fire hydrant, whether or
not there are signs or red curb, the City is not required to designate the area in
front of a fire hydrant as a no-stopping zone. It is generally City policy not to
install signs for situations that are already addressed in the CVC.
At the December 8, 2008 City Council meeting, Council reviewed a report
(Attachment A) regarding painting red curb in front of fire hydrants. The City
Council directed staff to return with the cost of painting red curb in front of every
fire hydrant in the City. Attachment B is the cost estimates provided by outside
vendors and also the estimated cost of performing the work in-house.
2. Council discretion regarding Clearance Area.
The California Vehicle Code provides the City Council some latitude regarding
the 15 foot clearance on either side of fire hydrants. The CVC states, in relevant
part:
"22514. No person shall stop, park, or leave standing any vehicle within 15 feet
of a fire hydrant except as follows:
(b) If the local authority adopts an ordinance or resolution reducing that
distance. !f fhe distance is less than f0 feet total length when measured
along the curb or edge of the street, the distance shall be indicated by
signs or markings."

Thus, State law requires 15 feet clearance on each side of the hydrant, but
allows local jurisdictions to reduce the space by ordinance or resolution. Also, if
the local authority adopts a resolution or ordinance to reduce the spacing below
10 feet total length, "the distance shall be indicated by signs or markings."
Staff recommends 15 feet on either side. Division Chief Jorge Camargo of the
Orange County Fire Authority (OCFA), states that "although the codes require 15
feet on either side, OCFA understands the parking issues and will not challenge
the city in enforcing only 7.5 feet on either side." Likewise, the Seal Beach Police
Department has historically enforced a 7.5 feet on each side, and will continue to
do so should Council direct: "Today's neighborhoods are much more congested
with parked vehicles than yesteryear when streets were initially engineered.
Residents complying with other laws are forced to park on crowded roadways
with limited space for more and more vehicles. The Police Department,
assessing the fire department's mission and access needs to a fire hydrant is
concerned that there are too many vehicles parked with too little space in which
to park them.
Should Council decide to reduce the 15-foot-on-each-side clearance, the City
Attorney has prepared a draft resolution, and will have the resolution available at
the city council meeting. Staff would recommend that, should the council direct a
reduced clearance, all fire hydrant locations be reviewed and all locations be
made to conform to the council action.
3. Summary.
The purpose of this report is to follow-up on the City Council request to paint red
curb in front of all fire hydrants in the City.
FINANCIAL IMPACT:
The estimated cost of painting all the curbs is $10,000. Since this project was
not budgeted, a separate budget amendment is needed.

SUBJECT: RED CURB ADJACENT TO FIRE HYDRANTS
SUMMARY OF REQUEST:
The City Council is asked to receive and file this informational report regarding
painting the curb red in front of fire hydrants.
BACKGROUND:
At the November 10"' meeting, Council Member Miller asked that this topic be
agendized and discussed by Council. He asked that curbs be painted red in front
of fire hydrants.
California Vehicle Code Section 22514 is the law governing parking near fire
hydrants.
22514. No person shall stop, park, or leave standing any vehicle within 15 feet of
afire hydrant except as follows:
(a) If the vehicle is attended by a Ilcensed driver who is seated in the front seat
and who can immediately move such vehicle in case of necessity.
(b) If the local authority adopts an ordinance or resolution reducing that
distance. If the distance is less than 10 feet total length when measured along
the curb or edge of the street, the distance shall be indicated by signs or
markings.
(c) If the vehicle is owned or operated by a fire department and is clearly
marked as a fire department vehicle.
The Seal Beach Police Department interprets this section to mean that no one
may park within 7.5 feet of either side of a fire hydrant. If the City were to paint
red curb in front of each hydrant, 15 feet of on-street parking would be removed.

Staff recommends that the Ciiy not paint red curb in front of every fire hydrant.
Parking in front of fire hydrants is already covered in the California Vehicle Code.
Painting would be redundant. If there is a pattern of repeated violations by
motorists parking next to particular fire hydrants, it can be addressed by
increased enforcement by the Police Department. Painting the curb would be
expensive and they would need to be repainted every 2-3 years due to the
quality of paint we are allowed to use. Many people would object to having red
curb in front of their home or business.

Staff recommends that any violations of Vehicle Coda Section 22514 be
addressed through enforcement rather than red curb.
FINANCIAL IMPACT:
There are no financial impacts related to the staff recommendation.
RECOMMENDATION:
It is respectfully recommended that the City Council receive and file this report.

Note: Material costs were figured based on the paint manufacturer's estimate of
