HomeMy WebLinkAboutCC AG PKT 2009-01-12 #EAGENDA STAFF REPORT DATE: January 12, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Jeff Kirkpatrick, Chief of Police SUBJECT: POLICE OFFICER TIME DEVOTED TO THE FIVE SEAL BEACH POLITICAL DISTRICTS SUMMARY OF REGIUEST: The City Council is asked to receive and file this informational report regarding police officer time devoted to each of the five Seal Beach political sub-divisions or districts. BACKGROUND: Council Member Miller asked for information regarding how much time Seal Beach Police Officers spend in District-4. Council District-4 is comprised of five separate police reporting districts. They include the following distinctions: RD-17: 405/605/22 Freeways and easements RD-18: The Shops at Rossmoor in Seal Beach and Towne Center Includes roadways throughout RD-19: Old Ranch Country and Tennis Clubs Includes roadways, gas station RD-20: College Park East residential neighborhood Includes roadways, arterials, parks, dog park RD-21: Bixby Center/Library/Offices/Restaurants Includes roadways, arterials ANALYSIS: The Chief of Police directed a statistical compilation to answer the question, "How much of police department resources are spent in each of the five political districts." The data mining required an assessment of data from each of the five districts to create a whole from which to draw accurate comparisons. Statistical data was drawn from police records of event activity in each of the five Seal Beach political subdivisions, analyzed, and compiled for each of the last four calendar years (2005-2008). Agenda Item E Page 2 Patrol Officers devoted 37,762 hours answering citizen-generated calls-for- service and self-initiated-activity time dealing with 98,170 events throughout the community. The events occurred in residential, commercial, beach, and roadway zones. Note that Leisure World (District-3) actually includes a piece of District-5; however, police records parsing District-3 cannot be automatically separated. Statistical analysis of time-use trends in District-4 since 2005 also indicate: • The residential neighborhood of College Park East showed officer's self- initiated activity in the area spiked in 2006 and has tapered slowly since. • The commercial area officer's self-initiated activity showed a similar spike and taper trend. • Citizen calls-for-service remained fairly consistent, spiking in 2007. • Freeway-related activity spiked in 2006 -probably due to the public's increased use of cellular phones and then tapered significantly once the telephone systems became more discerning and more clearly identified calls-for-service generated by cellphones on the freeways vs. away from the freeways. This allowed the CHP and the SBPD to more efficiently work their respective jurisdictions. • Activity in the two primary shopping centers spiked significantly in 2006 with the openings of both shopping centers and has continued at a high level since. Activity in this region will continue to climb as more businesses make Seal Beach their home. The statistical trends that impact District-4 are also shared in some measure with the other four districts. Each district in town is eclectic in its own right with its own special needs, differences, and commonalities. Patrol Officer-time tallies as follows: District-1 (Old Town) Average of Officer hours per year: 3,539 Average of Officer hours as a percentage: 36.2% Increase of Officer self-initiated activity since 2005: 16% Average increase/decrease in total event activity since 2005: +12% District-2 (The Hill) Average of Officer hours per year: 2,377 Average of Officer hours as a percentage: 25.2% Increase of Officer self-initiated activity since 2005: 10% Average increase/decrease in total event activity since 2005: +1 District-3 (Leisure World) Average of Officer hours per year: 969 Average of Officer hours as a percentage: 10.5% Increase of Officer self-initiated activity since 2005: 10.5% Average increase/decrease (+/-) in total event activity since 2005: -9% District-4 (Overall) Average of Officer hours per year: 2,244 Average of Officer hours as a percentage: 23.7% Increase of Officer self-initiated event activity since 2005: 24% Average increase/decrease (+/-) in total event activity since 2005: +12% District-4 (College Park East Residential Neighborhood) Average of Officer hours per year: 655 Average of Officer hours as a percentage: 28.2% of the total time in D-4 Increase of Officer self-initiated event activity since 2005: 11.2% Average increase/decrease (+/-) in total event activity since 2005: -13% District-5 (College Park West) Average of Officer hours per year: 310 Average of Officer hours as a percentage: 3.2% Increase of Officer self-initiated activity since 2005: 3.2% Average increase/decrease in total event activity since 2005. +1 FINANCIAL IMPACT: Not applicable.
