FUNDS - 111 WELCOME LANE, SEAL BEACH
TRAILER PARK
SUMMARY OF REGIUEST:
Authorize the Executive Director to approve any necessary agreements with the
occupants of 111 Welcome Lane regarding temporary space rental
reimbursement assistance over a 4-month time period in an amount not to
exceed $2,500 of the currently available $60,000.
BACKGROUND:
The City has been holding housing assistance funds for the subject property in
the Seal Beach Trailer Park in the amount of $60,000 for use by the qualified
residents of this unit to replace the existing trailer and cabana at space 111.
Due to a series of circumstances that are not the fault of the unit residents or of
the Agency, the provision of a new living unit has not been able to be
accomplished, and the living unit is now experiencing water damage through
several leaks in the roof and other adverse living conditions. Please refer to
Attachment 1 to review a letter from the resident setting forth some of the
adverse living conditions.
Due to the unusual shape and unknown size of this space within the Trailer Park
it has been extremely difficult to be able to determine the actual size of the
subject trailer space, and therefore, to locate a properly sized living unit that will
comply with the setback standards imposed by the State of California. Staff had
previously obtained authorization from the Agency to proceed with obtaining
estimates for having a trailer space line survey completed within the greenbelt
area of the Trailer Park. That effort has not been completed, as the interested
surveyors are awaiting the completion of an "ALTA Survey" by the ownership of
the Trailer Park that will be used as the basis for completing the survey of the lots

within the interior greenbelt area (the ALTA survey is of the exterior perimeter
boundary of the Trailer Park, not of the trailer space lines within the park).
Staff is requesting authorization of the Agency to allow the Agency to utilize not
more than $2,500 of the currently available $60,000 by the resident occupants to
reimburse the monthly space rental costs, currently $570.00 per month, to assist
the resident occupant in obtaining alternate housing during a time period of 4
months. This will hopefully allow sufficient time for the completion of the
greenbelt survey and the selection of a properly sized unit by the residents to
replace the existing unit in accordance with all required setback standards of the
State of California, and any other standards of the City that may be applicable,
such as two-story cabana review and approval.
FISCAL IMPACT:
Minimal, the housing assistance funds in the amount of $60,000 have been
previously set aside for this income-qualified project applicant. These funds are
from the Redevelopment Agency housing set-aside fund and are not general
funds of the City.
RECOMMENDATION:
Authorize the Executive Director to approve any necessary agreements with the
occupants of 111 Welcome Lane regarding temporary space rental
reimbursement assistance over a 4-month time period in an amount not to
exceed $2,500 of the currently available $60,000.

1. Whereas my mother and I have been attempting to replace our home, situated on
lot #111 in the Seal Beach Trailer Pazk since 2003. We have owned the home
since 1989 or eazlier.
2. Whereas the City of Seal Beach and the property owner(s) have been unable to
provide me with legally established dimensions to our lot.
3. Whereas the home has become unlivable due to leaking roof, no heat insulation,
no sound insulation, interior dampness, interior mold, termites etc.
4. Whereas the home was determined as in need of replacement by Civicstone
inspector in 2003 for the above mentioned conditions.
5. Whereas the establishment of valid lot lines is contingent upon the completion of
the Alta survey (a requirement oCthe resident pazk purchase being handled by the
Loftin Firm of Cazlsbad, CA) and thereafter the completion of a full survey of the
`greenbelt' azea of the pazk with a projected completion date of, vaguely, Mazch
2009.
6. Whereas the decision of what home I am able to place on my lot is dependent
upon the lot dimensions and allowable setbacks.
7. Whereas the right to the peaceful enjoyment of my home has been greatly
compromised by documented, on-going, noisy and disruptive behavior from the
renters in the adjacent unit- #74, owned by absentee owner Sheila Oden of
Oakland, California, who purchased unit #74 sometime after 2002 and has never
occupied the unit, who has had a renter in the unit in violation of Section 2.2 (B)
of the Regulatory Agreement of the Seal Beach Trailer Park. Ms.Oden is the
mother-in-law of Ken Williams who sits on the boazd of both the Seal Beach
Affordable Housing Corporation and Seal Beach Shores Inc. Repeated,
documented requests to Ms.Oden to please intervene in the noise issue of her
tenants have been ignored.
8. Whereas my physical health has suffered due to the dampness (on-going severe
sinus infection) and cold (arthritic symptoms).
9. Whereas my mental health has suffered due to the inability to insulate from noise
disturbances from #74.
10. Whereas my mental health has suffered from hostile management (see attached
email).
I, therefore, ask the City of Seal Beach to assume the space rent payment for lot #111 for
the months of January, February and Mazch 2009, when the lot lines are expected to be
established for my lot and the lots immediately adjacent to me (my lot is surrounded on
'four sides by other lots).
This, in no way, is to be interpreted as an abandonment of my home or of the
relinquishment of any of my rights and protections as a pazk resident and homeowner.
Additionally, I will continue to have unfettered access to my home. This temporary `rent
holiday' will not be deemed as cause for eviction.
If this temporary solution is approved, a written agreement to these terms signed by all
parties with an interest in this matter: City of Seal Beach, LINC Housing, Pacific West
Management, SBAHC and any parties, yet undisclosed, who have an ownership interest
in the Seal Beach Trailer Park, will be created.
