AGENDA STAFF REPORT DATE: January 26, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Jeff Kirkpatrick, Chief of Police SUBJECT: POLICE OFFICER TIME DEVOTED TO THE FIVE SEAL BEACH POLITICAL DISTRICTS SUMMARY OF REQUEST: The City Council is asked to receive and file this informational report regarding police officer time devoted to each of the five Seal Beach political sub-divisions or districts. BACKGROUND: District-4 Council Member Miller asked for information regarding how much time Seal Beach Police Officers spend in District-4. It is important to note that the Ciry's council districts as shown on the City's website are correctly depicted. However, the police department logs call-for- service information and event activity differently. The police department purchased its Computer Aided Dispatching and Records Management System over a decade ago. The system required the construction of geographical district interfaces in which to deposit record information for later retrieval and data mining. For reasons as yet unexplained to me (twelve years later), in tailoring the system, the system designers were unable to split the police reporting districts within Leisure World (Political Districts 2 and 5) to match the actual political districts. Statistics within this report referring to Political Districts 2 and 5, specifically Leisure World, are split 50/50. Council District-4 is comprised of two separate police reporting districts. They include the following distinctions: RD-19: Old Ranch Country and Tennis Clubs, and Town Center • Includes roadways, gas station RD-20: College Park East residential neighborhood Includes roadways, arterials, parks, dog park Agenda Item /4 Police Officer Time Devoted to the Five Seal Beach Political Districts... 2 I have attached to this report a spreadsheet detailing police activity statistics for each of the five political districts. The color-coding on the spreadsheet and accompanying pie charts match that found on the Ciry website Political District map found at http://www.ci.seal-beach.ca.us/pdf/Council%20District%20Map.pdf. Additionally, I have attached a copy of maps used by the police department to assist supervisors in deploying patrol officers under a "geo-based" policing strategy. These maps depict every one of the 22 police reporting districts and are used in a monthly review session (called CompStat) with police command and supervisory staff to trend police calls-for-service within the community. Police supervisors in turn train their teams accordingly. Geo-based policing is a strategy designed to place officers in front of event calls- for-service based on around-the-clock statistical data, rather than reacting after- the-fact. The concept is that they are pre-staged, close to where the most calls- for-service are generated at any given time of day or night to allow a faster response time, greater probability for intervention, detection, and apprehension of suspected criminals. It is a proactive rather than reactive strategy. We have taken the twenty-four clock and divided it into four, six-hour segments beginning at Midnight. Then, each of the maps indicates the number of Priority calls occurring in each of the police reporting districts during that period. Officers combine their own anecdotal knowledge of when and where activity is occurring bolstered by empirical data from our records database. They review and learn where actual recorded data proves activity is occurring. The illustration below, defines how the Priority-1 through 5 calls are prioritized. The maps attached below reflect only Priority-1 through 3 calls. w~ ~ r Response Times: Definitions... Police Officer Time Devoted to the Five Seal Beach Political Districts... 3 Part-1 Crimes as reported annually to the Federal Bureau of Investigation reflect that crime in Seal Beach is down 64% since 2005 when CompStat was instituted. Part-1 Crimes are homicide, rape, robbery, assault, burglary, larceny, auto theft, and mayhem. Seal Beach is a safe community! ANALYSIS: The Chief of Police directed a statistical compilation to answer the question, "How much of police department staff resources are spent in each of the five political districts." The data mining required an assessment of data from each of the five districts to create a whole from which to draw accurate comparisons. Statistical data was drawn from police records of event activity in each of the five Seal Beach political subdivisions, analyzed, and compiled for each of the last four calendar years (2005-2008). Patrol Officers devoted 37,762 hours answering citizen-generated calls-for- service and self-initiated-activity time dealing with 98,170 events throughout the community. The events occurred in residential, commercial, beach, and roadway zones. [Note that Leisure World (Political District-5) actually includes a piece of District-2; however, police records parsing District-2 and District-5 cannot be automatically separated.] Patrol Officer time-in-district tallies are indicated as follows: District-1 (Old Town, Surfside Colony) Average of Officer hours per year: 3,442 Average of Officer hours as a percentage: 36.5% Increase of Officer self-initiated activity since 2005: 52.3% Average increase/decrease in total event activity since 2005: +69.9% District-2 (Leisure World, College Park West, SBNWS) Average of Officer hours per year: 1910 Average of Officer hours as a percentage: 20.7% Increase of Officer self-initiated activity since 2005: 60.9% Average increase/decrease in total event activity since 2005: +76.6% District-3 (Hill, Coves, Bridgeport, Heron Point, Gateway, Boeing, SBNWS) Average of Officer hours per year: 1920 Average of Officer hours as a percentage: 20.5% Increase of Officer self-initiated activity since 2005: 67% Average increase/decrease (+/-) in total event activity since 2005: +80.3% District-4 (College Park East, Town Center, Old Range Country Club, Seal Beach Tennis Center) Average of Officer hours per year: 1440 Average of Officer hours as a percentage: 15.2% Increase of Officer self-initiated event activity since 2005: 41.4% Average increase/decrease (+/-) in total event activity since 2005: +64.4% Police Officer Time Devoted to the Five Seal Beach Political Districts... 4 District-5 (Leisure World) Average of Officer hours per year: 658 Average of Officer hours as a percentage: 7.25% Increase of Officer self-initiated activity since 2005: 68.6% Average increase/decrease in total event activity since 2005: +84.6% Statistical analysis of time-use trends in District-1, Old Town, Surfside Colony, and the beaches, indicate: • District-1 required the most police attention for each of the four years measured (36.5% on average per year). • Officer self-initiated activity spiked in 2006 and stabilized over 2007 and 2008 nearly 54% higher than 2005 rates. • Citizen calls-for-service spiked in 2007 and dropped 4.7% in 2008. Statistical analysis of time-use trends in District-2, Leisure World, College Park West, and the SBNWS indicate: • Officer self-initiated activity spiked in 2006 and also stabilized over 2007 and 2008 nearly 54% higher than 2005 rates. Citizen calls-for-service spiked in 2007 and dropped 1.1 % in 2008. Statistical analysis of time-use trends in District-3, Hill, Coves, Bridgeport, Heron Point, Gateway, Boeing, and the SBNWS indicate: • Officer self-initiated activity spiked in 2006, dipped in 2007, and climbed again in 2008 to 2006 levels, 64.3% higher than 2005 rates. • Citizen calls-for-service spiked in 2006, dipped in 2007, and climbed 8% in 2008. Statistical analysis of time-use trends in District-4 since 2005 indicate: • The residential neighborhood of College Park East showed officer's self- initiated activity in the area spiked in 2007 and has tapered slowly since. • Priority call mapping indicated significant activity in the Town Center commercial area, including officer initiated activity as well as citizen calls- for-services. • Citizen calls-for-service remained fairly consistent, spiking in 2007. • Freeway-related activity spiked in 2006 -probably due to the public's increased use of cellular phones and then tapered significantly once the telephone systems became more discerning and more clearly identified calls-for-service generated by cellphones on the freeways vs. away from the freeways. This allowed the CHP and the SBPD to more efficiently work their respective jurisdictions. [Note that this area of analysis remains somewhat imprecise due to the vagaries of Marconi physics (radio). Cellular telephone tower sites too close to the nearby freeways may not be able to discern a motorist's cell call from a freeway against that of a cell call made from an adjacent neighborhood.] . Activity in the two primary shopping centers spiked significantly in 2006 with the openings and filling of both shopping centers and has continued at a high level since. Activity in this region will continue to climb as more businesses make Seal Beach their home. Police Officer Time Devoted to the Five Seal Beach Political Districts... 5 Statistical analysis of time-use trends in District-5, Leisure World indicate: Officer self-initiated activity spiked in 2006, dipped in 2007, and continued dropping in 2008 by 29.3% from the 2006 spike. • Citizen calls-for-service spiked in 2005, and has continuously declined (29.3%) to 2008. Certain commonalities influenced police service to each of the five political districts during the four year period, including: An increase of activity in police reporting districts 18 (The Shoppes at Rossmoor in Seal Beach) and 19 (Old Town Center) associated with the retail expansions in those locations and drawing officers away from neighborhoods. During the same four-year period, a consistent staffing shortage due to long-term officer injuries, disability retirements, service retirements, and recruiting difficulties for replacement officers plagued the police department. The police department used to practice a policing methodology called "beat policing" where an officer was responsible for one-half of the City and another was responsible for the other half. The third officer on a shift was known as a "cover" or "rover" car responsible to `back-up' any officer who needed it, and the shift supervisor handled any surplus. We still maintain two geographic beats for personal accountability and to mitigate report-taking overloads. Today however, the police department practices what we call "geo-based policing." Simply put, statistical analysis of when and where police calls-for- service activities occur, dictate when and where we assign the officers to work. If a greater number of calls are occurring in one district more than others, at a certain time of day, the officers are assigned to that area where the activity can be empirically expected to occur. Geo-policing is designed to place the officers where they are most likely needed before and when the need is present. Using geo-policing as a strategy, police productivity and apprehension rates for wrongdoers have climbed significantly, and crime rates have dropped commensurately. Taxpayers get far more bang for their buck. FINANCIAL IMPACT: None. Police Officer Time Devoted to the Five Seal Beach Political Districts...
