SUBJECT: PLANS AND SPECIFICATIONS FOR 2009 ANNUAL
SLURRY SEAL PROJECT No. ST0911
SUMMARY OF REQUEST:
The City Council is asked to approve the plans and specifications for the 2009
Annual Slurry Seal Project No. ST0911 and authorize staff to solicit bids.
BACKGROUND:
Slurry seals extend the effective life of asphalt concrete pavements by placing a
protective seal over existing pavement surface that are just beginning to show
signs of wear.
For budget purposes, the City is divided into seven grids that provide a planning
and programming mechanism to optimize the budget. Grids one through seven
are as follows:

By strategically utilizing the programming grid system, the city saves on
construction cost by having the contractor concentrate in one area of the city.
The contractor does not have to mobilize his equipment from one area to the
next.
As identified in the Pavement Management System, this project will slurry seal
grid number four in Bridgeport. See attached plan. The plans and specifications
have been completed and approved by the City Engineer and staff is ready to

solicit bids. Plans and specifications are available for review in the City
Engineer's office.
The proposed locations have been verified to have no sewer, water or storm
drain improvements in the near future.
FINANCIAL IMPACT:
In the approved 2008/09 Budget, Measure M Turnback funds are budgeted for
Annual Slurry Seal Project No. ST0911, in the amount of $150,000. The previous
slurry seal project spent $11,497 of this year's allocation of $150,000 which
leaves a balance of $138,503 for this project. The engineer's estimate for
construction is $100,000.00 and $10,000 for inspection totaling $110,000. The
remaining balance $28,503 will be used for contingency.
RECOMMENDATION:
It is recommended City Council approve the plans and specifications for the
construction of the 2009 Annual Slurry Seal Project authorizing the solicitation for
bids.
