At the conclusion of the Closed Session the City Attorney announced that no action had been taken. I ADJOURNMENT By unanimous consent, the meeting was adjourned at 8:07 p.m. t Clerk and the City of Approved: !J!: Attest: I Seal Beach, California August 30, 1999 The Special Meeting scheduled for Monday, August 30th, 1999 at 5:30 p.m. was canceled and adjouned until Tuesday, August 31s 1999 at :00 p.m. Seal Beach, California August 31, 1999 The City Council of the City of Seal Beach met in special session at 5:00 p.m. with Mayor Yost calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: Mayor Yost Councilmembers Boyd, Doane, Snow Absent: Campbell Councilmember Campbell joined the Council in Closed Session. Also present: Mr. Till, City Manager Mr. Barrow, City Attorney Ms. Yeo, City Clerk 8-31-99 Ms. Sue Corbin, resident, expressed her disapproval of the adjourned and readjourned meetings. She stated that claims are public documents under the Brown Act, and if that is part of the reason to meet in closed session, asked for a copy of any claim or correspondence relating to a lawsuit before the Council meets in closed session. Ms. Corbin was advised that the only item for discussion is a personnel matter under I Government Code Section 54957, that there will be no discussion of a claim, and duly noted her request. It was explained that the meeting of August 30th was adjourned to this date because all members of the Council could not be present. Mayor Yost read the Notice of Special Meeting as follows: "Paul Yost, 485 Schooner Way, Seal Beach Shawn Boyd, 229 - 7th Street, Seal Beach patricia Campbell, 4433 Ironwood Avenue, Seal Beach William Doane, 1401 Skokie Road, 83-A, Seal Beach Paul Snow, 1621 Interlachen Road, 265-K NOTICE IS HEREBY GIVEN that Paul Yost as Mayor of the City of Seal Beach hereby calls and gives notice of a special meeting of the Seal Beach City Council to be held on Monday, August 30th, 1999 at 5:30 p.m., in the City Council Chambers, 211 - 8th Street, Seal Beach, California, for the purpose of: Meeting in Closed Session pursuant to Government Code Section 54957, Personnel Matters, City Manager/City Attorney. Conference with Legal Council - Anticipated Litigation, Government Code Section 54956.9(b). A point has been reached where, in the opinion of the City council on the advice of its legal counsel, based on the below-described existing facts and circumstances, there is a significant exposure to litigation against the City Council. Facts and circumstances that might result in litigation but which the City believes are not yet known to potential plaintiff or plaintiffs. Two Potential Cases. I DATED THIS 30th day of August, 1999. Paul Yost, Mayor City of Seal Beach by Joanne Yeo, City Clerk City of Seal Beach" I It was again noted that the meeting for Monday, August 30th had been canceled, rescheduled, and adjourned to this date for the purpose of: Meeting in Closed Session pursuant to Government Code Section 54957, Personnel Matters, City Manager/City Attorney. 8-31-99 I 9-13-99 CLOSED SESSION By unanimous consent, the meeting was adjourned to Closed Session at 5:07 p.m. and reconvened at 5:50 p.m. The City Attorney reported that the Council discussed the item identified on the agenda, no action was taken. Schaefer, Police Department Mr. Dorsey, Assistant to the City Manager Ms. Beard, Director of Recreation and Parks Ms. Yeo, City Clerk I WAIVER OF FULL READING Boyd moved, second by Doane, to waive the reading in full of all ordinances and resolutions and that consent to the waiver of reading shall be deemed to be given by all Councilmembers after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. AYES: NOES: Boyd, Campbell, Doane, Snow, Yost None Motion carried
