The City Council of the City of Seal Beach met in regular
adjourned session at 7:00 p.m. with Mayor Yost calling the
meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Boyd moved, second by Yost, to waive the reading in full of
all ordinances and resolutions and that consent to the waiver
of reading shall be deemed to be given by all Councilmembers
after reading of the title unless specific request is made at
that time for the reading of such ordinance or resolution.

PUBLIC COMMENTS
Mayor Yost declared Public Comments to be open. Mr. Reg
Clewley, Seal Beach, claimed that this meeting is not to take

place until the following Monday, it is not an adjourned nor
emergency meeting, the only emergency is not on the agenda.
He charged that the Manager allows his dog to run in Gum
Grove park, disturbing wildlife, suggested that he has been
caught but given his position has been able to pull his
tickets from the pile, that he also has an aversion to paying
taxes, the interest on the $75,000 loan for his home, asking
if the Manager is a tax deductible foundation or organization
that other residents are supposed to donate to. He claimed
the Council has met on three occasions to discuss the City
Manager, each time thwarted. Mr. Clewley said the agenda was
out of order. Ms. Sue Corbin, Seal Beach, displayed a copy
of the referendum document, invited the public to come to the
meeting and sign it to stop the Bixby project. She too
claimed that problems exist w~th_the Manager" spoke of his
dismissal, seeking another job, abuse of authority, and in
that case usually requires the payment of attorney fees.
There being no further comments, Mayor Yost declared Public
Comments closed.
CONSENT CALENDAR - ITEMS "A" thru "0"
Boyd moved, second by Yost, to approve the recommended action
for items on the Consent Calendar as presented.
A. Bids were received until September
15th, 1999 at 10:00 a.m. for Project
Number 673, Annual Pavement Rehabilitation
Program, at which time they were publicly
opened by the City Clerk as follows:

Awarded the contract for Project Number 673,
Annual Pavement Rehabilitation Program, to
Sully-Miller Contracting, the lowest
responsible bidder, in the amount of $172,927.00
and authorized the City Manager to execute the
contract on behalf of the City.
B. Rejected the four bids for Project Number
751, Seal Beach Boulevard Traffic Signal
Coordination, approved the revised plans,
specifications, and estimates for Project
Number 751, and authorized staff to re-
initiate the bidding process.
Adopted Resolution Number 4749 entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH AUTHORIZING THE ANIMAL
CONTROL DEPARTMENT BUDGET AMENDMENT FOR
THE 1999/2000 FISCAL YEAR." By unanimous
consent, full reading of Resolution Number
4749 was waived.

CITY MANAGER REPORT
No report was presented.
PUBLIC COMMENTS
Mayor Yost declared the Public Comment period open. Ms.
Watson, Catalina Avenue, announced the upcoming, smaller
Founders Day Celebration on Saturday, October 2nd, the
Greenbelt festivities commencing at 2:00 p.m., this event to
coincide with the sidewalk sale and the open Red Car, the
Founders Day proceeds to benefit the Save Our Pool fund,
citing the fact that most children who have lived in this
town learned to swim at the McGaugh pool, the donation period
extended until October 15th, and read the donation levels for
plaque recognition. Ms. Watson announced also the Concert at
Gum Grove Park this coming Sunday. Mr. Reg Clewley, Seal
Beach, noted that he was previously making a statement, does
not appreciate being interrupted, and demanded that in the
future the timing device at the podium be used for all
speakers. Be again mentioned that the Council has met three
times to consider the City Manager position, that has been
thwarted, and criticized the conduct and/or habits of members
of the Council, and moved that the Council now go to closed
session to dismiss the City Manager. Ms. Sue Corbin, Seal
Beach, noted there was no closed session listed on this
agenda, suggested there be a moratorium on the dismissal of
employees, lawsuits will cost millions of dollars, that money
is needed to fix streets and sidewalks, what is occurring is
abuse of power. Ms. Cibella Willenius, College Park East,
complained about the microphones. There being no further
comments, Mayor Yost declared Public Comments closed.

COUNCIL COMMENTS
Councilmember Campbell reported receiving a number of calls
over the weekend relating to requests to sign the referendum,
false statements were made by persons seeking signatures,
this reflective of the signature gathering for the recall
attempt. She stated she has not taken a stand on the
referendum because from her viewpoint it does not go far
enough, it should kill the entire project, since it does not
then one must look at who is behind the referendum, the
proponents are the same as the proponents of the recall and
they are proponents of development, they want to void the
shopping center and put more houses in its place, that is
more development, that is where she has a problem with the
referendum. Councilmember Campbell mentioned her last two
surveys, about two years ago a survey was mailed to every
house in College Park East, the response rate was twenty-one
percent, about one third of the tract responded to the survey
a couple of weeks ago, the people want the. least amount of
development, on the other side a resident of Rossmoor said
the referendum was better than nothing, to that she would
agree. Ber understanding is that the referendum is costing
the proponents $6,000, they have hired an attorney and people
to collect signatures, question is who is paying for this.
Councilmember Campbell made reference to a newspaper column
this past week written by Councilman Doane which she said
contains inaccuracies. She stated she has never denied
having met with Bixby, a large development, absolutely not,
Bixby has ten acres across from the Parasol Restaurant that
is zoned commercial, the six acre tennis court was also zoned
commercial, the desire was to down zone the tennis club from
commercial to recreational use to protect it, in order to do
that it was necessary to give something in return, the
suggestion was to swap zoning, give them six acres on the
Boulevard and down zone the tennis club. They met with

Bixby, Mr. Bradshaw said if the people came up with a plan
that she would need to get two other votes on the Council, to
which she told him that if they came up with something she
would first need to go back to the people of College Park
East before it would have her vote, Bixby came up with a huge
development and her group never went back to the table, so
the group ended up going back to the old position of no zone
changes. She said former Councilman Brown only attended the
first meeting with Mr. Bradshaw, two other residents of
College Park East were present at every meeting, Ms. McGuire
and Mr. Mahrer, they will confirm that at no time was a large
development favored, these were only discussions, anything
else would need to come back to College Park East but they
did not get that far. She mentioned former Councilman Laszlo
who served College Park East for sixteen years, he
represented the interests of the people well, and she had
promised that she would work hard to have as much open space
as possible, that is one of the reasons people want to live
here, sellout, never, which is unlike some residents of
College Park East who work for development of the Bixby
property. In June, 1995 the old mixed use plan was voted
down by the Planning Commission because the people did not
want the project, in fact the people who spoke against it
were four to one, that is a matter of public record, the Hill
and Old Town representatives also voted against the project.
Councilmember Campbell said there have been two elections in
two years in College Park East over the project, the recall
was merely an attempt by the Bixby supporters to get their
own person on the Council to vote for the mixed use project.
Councilmember Campbell announced that the College Park East
Neighborhood Association will be sponsoring a concert in
Heather Park on Saturday, September 25th at 1:00 p.m.
featuring the Huntington Beach Band. Councilman Boyd
mentioned that he had a chance to look at the referendum
petition, the proponents calling themselves Citizens Against
Excessive Traffic, to which he said he supports the right of
the people to do this yet feels it is wrong, to kill this
project and allow for development under the old zoning would
not only contribute the same amount of traffic as the current
project but more, signing the referendum actually contributes
to traffic, the numbers exist in the EIR document, he would
suggest caution before signing the referendum, there may be
regrets as to what type of project there may eventually be,
this issue may be on the March 7th ballot, suggesting that
people read the referendum, understand the plan, understand
the amount of public improvements the Bixby Company will be
contributing, in excess of $7 million, which includes the 405
overpass widening, a concern of Leisure World residents,
without the widening the traffic congestion of today will be
much worse in four to five years, to wait for CalTrans to do
those improvements would be an unknown time frame.
Councilman Boyd announced his town hall meeting scheduled for
Tuesday, September 28th at 7:00 p.m. to discuss a variety of
issues. Councilman Snow made reference to a comment of a
citizen that Mr. Snow does not want to vote without more
research, to which he said that situation has not changed
tonight as he is not going to vote or comment without more
research. Mayor Yost announced the State of the City address
this coming Wednesday and invited all interested parties to
attend. He mentioned a press conference held this date with
Congressman Rohrabacher, a representative of Assemblyman
Baugh, the Corps of Engineers, and the Navy relating to the
sand replenishment for Surfside, and extended appreciation to
Councilman Boyd for his assistance in that regard, the intent
is to find more permanent solutions for sand on the beach.

With regard to the timing device for speakers, Mayor Yost
said if there is a general consensus that it be used he will
do so, his preference however would be to just politely
remind people that they are approaching the time limit. He
explained also that the regular meeting had been adjourned
until this date to consider the agenda items in a timely
manner inasmuch as the regular meeting of September 27th will
be canceled.

CLOSED SESSION
No Closed Session was scheduled.
ADJOURNMENT
Councilman Boyd requested that the meeting be adjourned in
memory of Vincent Rosetti who lost his life as a result of
the West Anaheim Medical Center shooting. Ms. Watson,
Catalina Avenue, spoke highly of Mr. Rosetti. Ms. Watson
stated that there is too much violence and violent language,
there can be attacks on principals but there needs to be a
stop to personalizing issues and demeaning people who have
been chosen to serve in office or are a member of this City,
it is reprehensible, she was embarrassed last meeting when
students were present, again tonight, there are innuendos,
half truths, gossip, and personnel issues should not be an
issue for public knowledge. To a question of Councilmember
Campbell, the Director of Public Works explained that the
contractor for the Street Rehabilitation Project will have
fifteen days to return the contract documents, the project
could possibly commence the first part of October.

It was the order of the Chair, with consent of the Council,
to adjourn the meeting at 7:34 p.m. in memory of Mr. Rosetti.
