SUBJECT: APPROVAL OF SPECIFICATIONS FOR 2009 ANNUAL
CONCRETE REPAIR PROGRAM PROJECT NO.
ST0912
SUMMARY OF REQUEST:
City Council is asked to approve specifications for the 2009 Annual Concrete
Repair Program Project No. ST0912 and allow staff to solicit bids.
BACKGROUND:
The annual concrete program involves the repair of sidewalks, curb & gutter,
driveways, and installation of new access ramps and sidewalk throughout the
City. The access ramps are necessary to provide pedestrian access in
accordance with the American Disability Act (ADA).
Staff performed a detailed field surveyed of Old Town and developed the scope
of work. The project locations are shown on Exhibit A.
From a cursory windshield survey, staff projected a cost to repair all concrete
work throughout the entire city, which includes sidewalk, curb & gutter, driveways
and access ramps, totaling to $9.0 million dollars. The breakdown by area of the
City is as follows:
College Park East $3,100,000
College Park West $ 550,000
The Hill $2,090,000
Old Town $2,830,000
Arterials $ 430,000
This cost will restore all concrete work to acceptable limits.

The specifications were prepared by the City Engineer's office and are complete.
The City Council is being asked to approve specifications, and authorize staff to
proceed with the bidding process for this work.
FINANCIAL IMPACT:
In the 08/09 Budget, $50,000 of General Funds and $50,000 of Measure M
Turnback is allocated for this project totaling $100,000. The engineer's estimate
for construction is $80,000, $10,000 for Inspection and $10,000 for contingency
totaling to $100,000.
RECOMMENDATION:
It is recommended the City Council approve the specifications for the 2009
Annual Concrete Repair Program Project No. ST0912 and direct staff to solicit
bids.
