that considerable information has been received, there are
many things in common, many are saying the same thing, and
asked that the public continue to help the City. The Mayor
expressed pride for the manner in which attendees conducted
themselves at this session. The City Manager said he was not
as convinced as some that gloom and doom is eminent for
College Park East, there are some important choices to be
made, there is a choice in the process, sitting back and
waiting or sitting down for a give and take exchange to
formulate something better, however if the community can not
get to the point of supporting the City in that type of
effort, then it will be wait and go through the process. A
lady in the audience said if the Council has not made up
their minds as to what they support, why did she hear that
the City Manager and two Council members said there will
never be golf course homes in College Park East. Mayor
Forsythe said she had not heard that, and it is likely
another rumor.
ADJOURNMENT
It was the order of the Chair, with consent of the Council,
to adjourn the meeting to Monday, May 12th at 6:30 p.m. By
unanimous consent, the meeting was adjourned at 10:10 p.m.

There were no Oral Communications.
CLOSED SESSION
By unanimous consent, the Council adjourned to Closed Session
at 6:32 p.m. to discuss the items identified on the agenda, a
conference with the City's labor negotiator pursuant to
Government Code Section 54957.6 relating to the Orange County
Employees Association and the non-represented employees, and
a conference with legal counsel relating to an item of
anticipated litigation in the case of Walter and Mona Babcock
pursuant to Government Code Section 54956.9(b)(3)(c). The
Council reconvened at 7:08 p.m. with Mayor Forsythe calling
the meeting to order. The City Attorney reported the Council
had discussed the two items listed on the agenda, gave
direction to the City Manager with regard to the labor
negotiation item, gave direction to legal counsel regarding
the item of anticipated litigation, and that no other action
was taken.
ADJOURNMENT
It was the order of the Chair, with consent of the Council,
to adjourn the meeting at 7:09 p.m.

For information of the public, Mayor Forsythe explained that
since the public forum held last Monday there has been a
misunderstanding in that several news articles reported the
forum as continued to this meeting, that was incorrect, the
forum was concluded, and it is typical for the Council to
adjourn one meeting until the next.
PRESENTATIONS
RESOLUTION NUMBER 4527 - HONORING JOHN JEFFREY CHRIST -
EAGLE SCOUT
Resolution Number 4527 was presented to counc~l and read in
full by Mayor Forsythe entitled- ."A ~ESOLUTIQN OF THE CITY
COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, HONORING AND
COMMENDING JOHN JEFFREY CHRIST FOR ACHIEVING THE BOY SCOUTS
OF AMERICA EAGLE AWARD." On behalf of the Council,
Councilman Brown congratulated and presented the Resolution
to John Christ. Hastings moved, second by Brown, to adopt
Resolution Number 4527.

OFFICER OF THE YEAR - SEAL BEACH CITIES ROTARY CLUB
A representative of the Seal Beach Cities Rotary Club
announced the selection of Marcia Gordon as the recipient of
their Officer of the Year Award, an eight year officer with
Seal Beach presently in the capacity of Community Policing
Coordinator supervising and directing the Senior Volunteer
Program, also as the Crime Prevention Officer, Neighborhood
Watch Coordinator, serves as liaison to the local service
clubs, etc. Officer Gordon was presented with the Officer of
the Year plaque that is to housed at the Police Department.

Officer Gordon expressed appreciation to the Rotary Club for
the honor, to the Mayor and Council, Lt. Van Holt and Chief
Stearns, and especially the Senior Volunteers.
RECOGNITION - RETIRED SENIOR VOLUNTEER PROGRAM - FIRST
ANNIVERSARY RECOGNITION
Mayor Forsythe pointed out some of the varied tasks and
achievements of the Senior Volunteers during their first year
of service, examples include initiating several felony and
misdemeanor arrests, patrolling bicycles, rollerblades and
skateboards on Main Street, refurbishing signs, licensing
bicycles, issuing warnings to U-turners on Main Street, make
the mail runs, have provided assistance at every community
function, purchased their own hand-held radios, commencing a
home vacation check program, etc. She acknowledged also that
the Volunteers are the extra eyes and ears for the Police
Department. The Mayor recognized each of the forty-one
Volunteers by name and number of volunteer hours as set forth
on individual Certificates of Appreciation, the total hours
during the 1996/97 year over 20,500. Mayor Forsythe, on
behalf of the Council and the City, expressed gratitude and
appreciation to each for their service to the community.

RECOGNITION - RON BENNETT - 1997 CAR SHOW
Mayor Forsythe praised the recently held 1997 Seal Beach Car
Show, hosted by the Seal Beach Business Association, and
presented Mr. Ron Bennett with a Certificate of Recognition
and Appreciation for his accomplishments as its Chairman.
Mr. Bennett expressed appreciation for the recognition
however in turn commended Mr. Dennis Pollman for his efforts
as the co-chairman as well as the volunteers, acknowledged
that the Show was a success, that because everyone helped,
the Show was reflective of why we all live her, why films are
made here, people vacation here, a small community that is
not typical, the Main Street of which is the heart of the
City that reflects the feelings of the people towards each
other and the community. He said it was realized that all
businesses do not benefit from the Car Show therefore a
decision was made that something would be given to the
business community in return in the form of planting trees
and other improvements to the Street that will benefit the
area as a whole. Mr. Bennett stated the intent is to do the
Show again next year, and noted that cars that have been in
private museums for the past sixty years have been promised
for that Show, an early 1900's Indy winner and three or four
others.

Fulton moved, second by Hastings, to approve the recommended
action for items on the Consent Calendar as presented.

consent to the waiver of reading shall be

Approved the minutes of the April 28th,
1997 regular adjourned and regular meetings.
Approved regular demands numbered 15766
through 15929 in the amount of $179,937.53,
payroll demands numbered 21849 through
22074 in the amount of $269,049.90, and
authorized warrants to be drawn on the
Treasury for same.
H. Received and filed the quarterly report
relating to the Daytime Curfew Ordinance
and determined that its enforcement
continue.

I. Approved the re-prioritization of the
expenditure of State AB 3229 grant funds
in the amount of $61,315 (five mobile data
computers for marked police vehicles and
one four-wheel drive utility vehicle).
Received and filed the staff report relating
to the receipt of responses to comments to
the "Pre-Final Extended Removal Site
Evaluation Work Plan, IR Sites 40 and 70,
Naval Weapons Station, Seal Beach, and
instructed staff to forward same to the
Environmental Quality Control Board and the
Archaeological Advisory Committee for
information purposes.
K. Adopted Resolution Number 4528 entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH APPROVING LOT LINE ADJUSTMENT
NO. LL-97-3, FOR PARCEL 1 OF LOT 25, PER
RECORD OF SURVEY, SURFS IDE COLONY, FOUND IN
BOOK FOUR, PAGES 4 THRU 6, ALSO KNOWN AS
16256 SURFS IDE AVENUE, SURFSIDE (AKA B-25
SURFS IDE AVENUE.)" By unanimous consent,
full reading of Resolution Number 4528 was
waived.

Report for March, 1997.
Approved the Lease Agreement between Nuevo
Energy Corporation (for Torch Operating
Company) and the City of Seal Beach for
the operation of an electrical substation
in the vicinity of Ocean Avenue and First
Street, the term of said Lease for the
fifteen year period commencing May 20, 1995
and ending May 19, 2010.

COUNCIL CONCERNS
Councilman Fulton requested to be excused from the May 27th
and June 9th meetings as he would be out of the City. For
the information of Leisure World residents, Councilman Brown
reported that Supervisor Silva and CalTrans had been to
Leisure world, the $960,000 sound wall has been approved,
construction will commence by this time next year with
completion by the end of that year.
ADJOURNMENT
Mayor Forsythe noted that the next regular meeting falls on
the Memorial' Day holiday and the majority of the Council will
likely be out of the City. Brown moved, second by Fulton, to
cancel the May 27th meeting and directed that it be adjourned
until June 9th at 6:30 p.m. to meet in Closed Session.
