RESOLUTION NO. 132
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING AND RECOMMENDING
THAT THE CITY COUNCIL APPROVE THE ATTACHED
SINGLE LOT DEVELOPMENT ORDINANCE.
WHEREAS, in the matter of the s1ngle lot development ordinance, the Planning
Commission of the City of Seal Beach does report as follows:
1. Recently a new subdivision ord1nance was approved by the City Council wh1ch
upgraded development standards for new subdivisions.
2. A need exists to standardize development and engineering standards for new
development in existing subd1vided areas within Seal Beach.
3. The proposed single lot development ord1nance would provide standardized
development and engineering standards for new developments in existing
subdivided areas.
4. The proposed s1ngle lot development ordinance was jointly prepared by the
C1ty of Seal Beach Eng1neering and Planning Departments and submitted to the
Planning Commiss10n for consideration.
5. The Planning Commission considered the proposed ordinance at their regular
meet1ng of I~ch 21, 1913.
WHEREAS, the Planning Commission find1ngs are as follows:
1. The proposed s1ngle lot development ordinance would eliminate b1as 1n imposing
eng1neer1ng condit10ns on new residential development or redevelopment.
2. The proposed S1ngle lot development ord1nance would provide for a park and
recreation fee 1n 11eu of land ded1cat10n 1n order to prov1de two and one-half
(2!,;) acres of park land per 1000 population.
3. The adopted city standard of park land dedicat10n 1S four (4) acres per 1000
populat1on.
4. In eX1Sting subd1vided areas there is some existing park land and attempts
are being made to obtain federal and other funding to gain additional park land.
5. In considerat10n of Item 4 above, a park land dedicat10n standard for eX1sting
subdivided areas of two and one-half (2!,;) acres per 1000 population 1S
considered equ1table.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commiss10n of the C1ty of Seal
Beach does hereby approve and recommend that the City Council approve the attached
s1ngle lot development ordinance.
ADOPTED AND APPROVED this 21st day of March, 1913.
