731
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF SEAL BEACH REPORTING TO THE CITY COUNCIL THE
FINDINGS OF AN EIGHT MONTH STUDY REGARDING THE
HIGHEST AND BEST USE OF THE 7.85 ACRE BIXBY PARCEL
LOCATED IN THE COLLEGE PARK EAST AREA AND RECOMMEND-
ING THAT THE PROPER ZONING ON SAID PARCEL BE RETAINED
AS R-3, MULTIPLE FAMILY RESIDENTIAL.
WHEREAS, IN THE MATTER OF the study of the highest and best use and
proper zoning on the 7.85 acre Bixby Parcel located in the College
Park East area, the Planning Commission of the City of Seal Beach
does report as follows:
1. On August 14, 1972, the City Council by emergency
ordinance imposed a four month restriction of the issuance
of Building Permits on the 7.85 acre Bixby Parcel shown
in Exhibit "A" to permit the Planning Commission to
study the highest and best use and proper zoning in the
subject property shown in Exhibit "A".
2. On December 14, 1972, the four month restriction was
extended for an additional four months to permit the
Planning Commission to complete the study of the highest
and best use and proper zoning of the subject property.
WHEREAS, the Planning Commission findings are as follows:
1. The Planning Commission considered the following zones and
uses for the subject property.
Single family residential
3000 square foot lots
5500 square foot lots
7000 square foot lots
Multiple family residential
Professional Office
Service Commercial
OPEN SPACE
AGRICULTURE
RESEARCH AND DEVELOPMENT
PUBLIC USE
2. Physical, social, economic, locational and enviromental
factors were considered with relation to each zone and use.
3. The R-3, multiple family residential zone, would allow the
most latitude in development of the subject property. Under
the R-3 zone the property may be developed as a park, as
multiple residential or as single family residential.
4. The Planning Commission is of the opinion that a desirable
use for the 7.85 acre site would be for a park, if fiscal means
could be found to obtain the site for that use.
5. A Municipal Park Improvement District is in the process of
being formed and an election is scheduled for May 15, 1973, the
purpose of which is to consider the above site for park
purposes.
6. Another use for that property deemed to have merit, if
funding should not be available to acquire it as a park site,
would be multiple residential.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City
of Seal Beach does hereby report and recommend that the proper

zone for the property shown in Exhibit "A" be retained as R-3,
multiple family residential, and that the highest and best use would
be as a park or multiple family residential.
