RESOLUTION NO 881
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH OPPOSING THE USE PAWNSHOP IN THE CITY OF SEAL
BEACH AND RECOMMENDING THAT CITY COUNCIL DELETE PROVI-
SIONS FOR LICENSING FROM THE CITY CODE
A letter was recelved by the PlannTng Comm1ss10n request1ng a determ1nat10n of zone
for the use Pawnshop
The Plannlng Comm1SS10n dlrected staff to lnvestlgate how other c1tles treat the use
Pawnshop and report back to the Plann1ng Comm1ss10n wlth recommendatlons
Staff surveyed all Orange County c1t1es and determlned that one half of the clt1es
elther dld not permlt the use Pawnshop or 1mposed restr1ctlve condlt10ns on the use
Seal Beach Pollce Department submltted report to the Plann1ng Comm1SSlon WhlCh
showed that the use Pawnshop would requ1re a large adm1nlstrat1ve t1me commltment by
the detect1ve bureau.

The Plannlng Comm1SS10n now makes the follow1ng flndlngs
1 The cost to the C1ty 1n admln1sterlng the state requ1red record keep1ng
for a pawnshop far exceeds the benef1t to the C1ty of the use Pawnshop
2 The use Pawnshop does not appear to preserve the health, publlC safety and
general welfare of the C1ty of Seal Beach
3 The use Pawnshop does not appear compat1ble wlth other off1ce, serVlce
and general commerclal uses permltted 1n the Clty
4 The use Pawnshop should not be perm1tted w1th1n the Clty of Seal Beach
NOW, THEREFORE, BE IT RESOLVED that the Plannlng Comm1sslon of the C1ty of Seal
Beach does hereby f1nd that the use pawnshop should not be perm1tted wlthln the
C1ty of Seal Beach and further recommends that the Clty Counc11 delete prov1s10ns
for 11cens1ng of same from the Clty Code
