CP-3-74 FOR A RESIDENTIAL BOARD AND CARE FACILITY IN THE C-2 ZONE OF THE ROSSMOOR SHOPPING CENTER. (HIRSCH) . WHEREAS, in the matter of Conditional Use Permit Application No. CP-3-74, the Planning Commission of the City of Seal Beach does report as follows: 1. Subject case initiated by Robert Hirsch, 15233 Ventura Blvd., Sherman Oaks. 2. Subject property described as the northeast corner of the intersection of St. Cloud and Montecito Road. (3311 St. Cloud - vacant) 3. Subject proposal is to construct a 56 room, 108 bed residential board and care facility in the C-2 zone of Rossmoor Business Center with Variance for less than required parking. WHEREAS, the Planning Commission findings are as follows: 1. One member of the audience spoke in opposition to the application citing lack of parking as a major concern. 2. The Planning Commission was of the opinion that the required parking should be provided. 3. The Planning Commission was also concerned about the compatibility of the use located in the rear of a shopping center and on the curve of a major busy street with potential traffic hazard for elderly pedestrians. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby Deny Conditional Use Permit Application /lo. CP-3-74.
