RESOLUTION NO. 900 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DEFINING VARIOUS CATEGORIES OF GREENHOUSES AND RECOMMENDING THAT THE CITY COUNCIL DETERMINE THAT "ROOF MOUNTED GREENHOUSES" NOT BE PERMITTED IN RESIDENTIAL ZONES. A request was filed with the Planning Commission for a clarification of ambiguity regarding permitted location of greenhouses in residential zones. The Planning Commission reported its recommendations to the City Council in Resolut~on No. 892. The City Council returned the matter to the Planning Commission to consider three items: 1. Definition of greenhouse, 2. Consider limiting the determination to the R-l zone, 3. Determine whether or not roof mounted greenhouses should be permitted on roofs which are used as decks. The Planning Commission now finds as follows: 1. The following definitions should apply: "Greenhouse" - an enclosure used for propogation, cultivation and protection of tender plants, flowers or vegetables. Said enclosures consist of glass, plastic material or other relatively clear material which mayor may not be supported by framework. "Roof Mounted Greenhouse" - a greenhouse constructed on top of the roof of an existing residence, not readily accessible through the main structure and not designed as a part of the building. "Upper Story Greenhouse" - a greenhouse which maintains the roofline of the existing structure and does not exceed the height of the existing roofline. Access is through the residence and the greenhouse is designed to be architecturally compatible with the building. 2. Roof Mounted Greenhouses, as defined above, should not be permitted in any residential zone. 3. Upper Story Greenhouses, as defined above, should be permitted in all residential zones. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby recommend that the City Council adopt the three definitions, not permit "Roof Mounted Greenhouses" in any residential zone, and allow "Upper Story Greenhouses" in all res identi a 1 zones. · :LLJV1AH'L Co. ro~A'1/V .
