RESOLUTION NO. 896 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH RECOMMENDING THAT CITY COUNCIL DETERMINE THAT AUCTION HOUSES NOT BE PERMITTED IN THE CITY AND RESCIND LICENSING PROVISIONS IN THE MUNICIPAL CODE PERTAINING TO AUCTIONS. 1. A request was received for a determination of zone for an Auction House. 2. The zoning ordinance does not contain the use Auction House in any zone. 3. The Planning Commission received reports from the Police Department, Building Department and Planning Department. 4. After consideration of the reports the Planning Commission was of the opinion that Auctions and Auction Houses would not serve the public health, safety and welfare of the City of Seal Beach. The Planning Commission now finds as follows: . 1. The use Auction House would generate high social, economic and administrative costs which would not be offset by any advantage to the community. 2. An Auction would require increased police time to prevent thefts and check for stolen property. 3. An Auction would be detrimental to the public health, safety and welfare of the community. 4. The Planning Commission was of the opinion that Section 11-57, Section 11-58, Section 11-59 and Section 11-168 of the Seal Beach City Code should be rescinded, said sections dealing with auctions. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby recommend that City Council determine Auction Houses not be permitted in the City of Seal Beach and rescind Sect40ns 11-57, 11-58, 11-59 and 11-168 of the Seal Beach Code.
