RESOLUTION NO. 1020 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH CONDITIONALLY APPROVING TENTATIVE TRACT MAP 9458 AND RECOMMENDING TO CITY COUNCIL APPROVAL OF THE TRACT MAP. WHEREAS, an application was duly filed by State-Wlde Developers, 9461 Grindlay St., Cypress, for Tentatlve Tract Map 9458, and WHEREAS, the proposal 15 to subdlvide 1.88 acres of land zoned R-3, Hlgh Density Residential, lnto 8 lots for the construction of 72 unlts (8 nine-plexes); and WHEREAS, an lnltlal determlnation was made that an Envlronmental Impact Report would not have to be prepared for the proJect, the Envlronmental Quallty Control Board concurred that a Negative Declaratlon would fulflll the requlrements of the Callfornia Envlronmenta1 Qua1lty Act and a Negatlve Declaratlon was fl1ed; and WHEREAS, in order to lnform persons of the project, the developers met with the Rossmoor Homeowners Assoclatlon, the Rossmoor Regency and Rossmoor Chateau Homeowners Assoclations and local newspapers carrled stories about the proJect, and WHEREAS, the project meets all mlnimum requirements of the zonlng ordinance; and WHEREAS, the Plannlng Commlsslon consldered the tract map at two meetlngs ln WhlCh extenslve pub11C discusslon was encouraged; and WHEREAS, concern was expressed on the effect of the Rossmoor-Los A1amitos Llbrary expansion on the tract map proposal which was adequately covered in the Negative Declaratlon filed by Orange County; and WHEREAS, the Plannlng Commisslon consldered the questlon of park land dedlcation or in lleu fee payment and based upon locatlon, Slze and requirements for other subdlvisions ln the area, determlned to recommend that fees be paid, and WHEREAS, the Planning CommlSSlon determlned that the proposed subdlvlsion is consistent wlth the Clty'S General Plan. NOW, THEREFORE, BE IT RESOLVED that the P1annlng Commlsslon does hereby approve Tentative Tract Map No. 9458 and recommend approval of Tentatlve Tract Map No. 9458 to Clty Councl1 subJect to the following condltlons. 1. Driveway easements to be recorded, shown on the tract map and be submitted to the Clty Attorney for approval. 2. Installatlon of three new flre hydrants and upgrading of two eXlstlng fire hydrants to City standards to the satlsfaction of the Flre Chlef. 4. Installatlon of emergency access pass through gates ln locatlons speclfied by the Flre Chlef in the rear wall. 5. Installatlon of automatlc garage door openers on all garages. 6. Landscaplng plans to be submltted to the satisfactlon of the staff. PASSED AND APPROVED by the Plannlng Commlsslon on September 1, 1976, by the followlng vote: AYES.
