HomeMy WebLinkAboutPC Res 1100 - 1977-10-05 . . r RESOLUTION NO. 1100 A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION MAKING RECOMMENDATIONS TO THE CITY COUNCIL CONCERNING PROJECT PRIORITIES FOR USE OF FUNDS AUTHORIZED UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1977. WHEREAS, the C1ty of Seal Beach has partlclpated w1th the County of Orange 1n the Houslng and Communlty Development Act of 1974; and WHEREAS, the C1ty of Seal Beach lntends to part1c1pate with the County of Orange ln applYlng for a grant author1zed under the Housing and Communlty Development Act of 1977; and WHEREAS, the Plannlng Commisslon held two publ1C hearlngs, on August 17, 1977, and October 5, 1977, to obtaln publlC comments regard1ng poss1ble proJects; and questlonnalres list1ng some alternatlve projects were d1str1buted at two publ1C meet1ngs to obtaln c1t1zen input; and WHEREAS, ~~ WHEREAS, fourteen residents responded to the request for 1nformat1on by returning completed questionnalres; and WHEREAS, the Planning Comm1ss10n revlewed the responses to the questlonnaires and took publlC test1mony at the publlC hear1ngs. NOW, THEREFORE, BE IT RESOLVED that the Plannlng Commission does hereby recommend to the C1ty Councll the two proJects listed below: 1. Repalr of Alleys This proJect would allocate funds for the resurfac1ng of alleys and the replacement of water llnes in the "target area." Th1S proJect lS 1ntended to lmprove the appearance of the alleys and to prov1de better f1re protectlon to the adjacent propert1es. By 1mprov1ng the appearance of the alleys, 1t 1S antlclpated that adJoln1ng property owners wlll 1mprove the malntenance of the1r propert1es adJacent to the alleys. It lS proposed that th1S be a three-year program and that $175,000 be requested each year of the program. The City Council is encouraged to find other sources of fund1ng that can be used 1n conJunctlon with H.C.D. funds to complete the alley repa1r program ln the next few years. Park Land Acqu1sition Th1S project would lnvolve the use of H.C.D. funds and other possible funds to, 1n time, acqu1re the nine-acre Department of Water and Power property located adJacent to the San Gabriel R1ver and the beach for park purposes. It 15 proposed that thlS also be a three-year proJect and that $175,000 be requested each of the next three years for thlS proJect. (Second pr1orlty.)
