HomeMy WebLinkAboutPC Res 1095 - 1977-10-05 . . 4 RESOLUTION NO. 1095 . A RESOLUTION OF THE SEAL BEACH PLANNING COMMISSION APPROVING AND RECOMMENDING TO CITY COUNCIL APPROVAL OF TENTATIVE TRACT MAP. NO. 10080. WHEREAS, an appllcatlon was duly f11ed by Monteclto Elght, a 11mited partnershlp, 9461 Grandlay Street, Cypress for Tentative Tract Map No.10080; and WHEREAS, the property lS descrlbed as Lot 4, Tract No. 9458 and lS more commonly known as 12540 Montecito Road, Seal Beach, and WHEREAS, the proposal lS to convert a nlne unlt apartment buildl~g lnto a nlne unit condomlnlum 1n the R-3 zone; and . WHEREAS, the Plannlng Commission makes the following flndings re- garding the Tract Map: 1. The site is physically sUltable for development, the land lS flat and lt lS located in a developed area wlth exist- lng streets, utlllties, resldences, and commerclal activit1es located adJacent to the proJect slte. 2. The site is sUltable for the proposed density of development; other proJects of slmllar density have been constructed and are compatible with the area. 3. The deslgn of the subd1Vlsion will not cause substant1al env1ronmental damage. . 4. The design of the subdlvlsion is not likely to cause serlOUS publlC health problems because all the necessary utll1t1es and services are avallable for the proJect. 5. The design of the subdiv1s1on w111 not confl1ct w1th ease- ments, acqulred by the publlC at large for access through, or use of, property wlthin the proposed subdlv1s10n because no easements acqu1red by the public at large are located on the project slte. 6. The dlscharge of waste from the proposed subdlvlsion 1nto the eXlst1ng communlty sewer system wlll not violate existlng requirements prescribed by the local reglonal water quality control board pursuant to Dlvislon 7 of the Water Code. 7. No resldents w111 be d1splaced by the project because no units are occupied. 8. The project lS exempt from the prov1sions of C.E.Q A. NOW, THEREFORE BE IT RESOLVED that the Plannlng Commission does hereby approve Tentatlve Tract Map No. 10080 and recommends to City Councll approval of the Tract Map subject to the follow1ng condltlons. 1. C C & Rs to be submitted to staff for review and approval prlor to recordat10n 2. Payment of ln lleu subd1vlslon fees be paid to the Clty for recreatlonal purposes. These fees are to be pald for the converSlon of the apartment ~nlts lnto condoMlniums. . . . . 3. Installatlon of three new flre hydrdnts and upgradlng of two eXlstlng flre hydrants to C1ty standards to the satlsfact10n of the F1re Chlef. 4. Installat10n of emergency access pass through gates 1n locatlons speclfled by the Flre Ch1ef In the rear wall. 5. Installatlon of automatlc garage door openers on all ga rages. 6. Landscap1ng plans to be subm1tted to Lhe sdtlsfdctlon of the staff. PASSED AND APPROVED on October 5, 1977 by the follo\ling vote. AYES. Lannlng, Knapp, Rlpperdan.
