RESOLUTION NO 1080
A RESOLUTION OF THE SEAL BEACH PLANNING
COMMISSION APPROVING AND RECOMMENDING TO
CITY COUNCIL APP~OVAL OF TENTATIVE TRACT
MAP NO. 9783.
WHEREAS, an application was duly f1led by East Naples Land Company
and the C1ty of Seal Beach (Seal Beach Associates)
11 Marina Dr1ve, Seal Beach, Cal1fornia for Tentative
Tract Map No. 9783, and
WHEREAS, the property is descr1bed as a f1ve acre parcel of land
bounded by the San Gabrlel River, '1arlna DrlVe, F1rst
Street and a port10n of the eX1st1n9 Seal Beach Trailer
Park, portions of AP# 043-173-03, 043-173-10, commonly
known as 11 r1arl na Drl ve; and

WHEREAS, the proposal lS to subd1v1de the 5+ acre parcel into 80
townhouses and common areas 1n conJunct10n w1th PUD-2-77,
sa1d property lS located 1n the R-3 zone, and
WHEREAS, an Environmental Impact Report has been prepared on the
proJect and was determ1ned to be suffic1ent by the En-
v1ronmental Qual1ty Control Board on September 15, 1977;
and
WHEREAS, the Plann1ng Comm1ss10n makes t~e follow1ng f1nd1ngs re-
gard1ng Tentat1ve Tract Map No. 9783;
1. An Env1ronmental Impact Report has been prepared for
th1S proJect whic~ d1d not reveal any major adverse 1m-
pacts Wh1Ch could not be m1t1gated.
2. The proposed map and 1mprovements for the subd1vis10n
are consistent with the C1ty'S General Plan and Redevelop-
ment Agency Plan
3. The project compl1es w1th the type of use and dens1ty
prescr1bed for th1S slte 1n the C1ty General Plan and
Zon1ng Ord1nance.
4. The site lS phys1cally sU1table for development, the
land lS flat; lS in a developed area with eX1sting streets
and util1t1es located adJacent to the proJect slte.

5. The slte lS suitable for t~e proposed dens1ty of
development.
6. The des1gn of subd1v1s10n w1ll not cause substant1al
env1ronmental damage.
7. The des1gn of the subd1v1s10n lS not llkely to cause
ser10US publ1C health problems because all the necessary
ut1l11tes and serV1ces are ava1lable for the proJect.
8. The design of the subd1v1s10n w1ll not confl1ct w1th
easements acqu1red by the publ1C at large for access through,
or use of, property w1thin the proposed subd1v1s10n because
none eX1st.

9. The discharge of waste from the proposed subdiv1s10n
1nto the eX1st1ng community sewer system w1ll not v10late
eX1st1ng requ1rements prescr1bed by the local regional
water qual1ty control board pursuant to D1v1s10n 7 of the
l~ater Code.
NOW, THEREFORE BE IT RESOLVED that the Plann1ng Comm1ss10n does hereby
approve Tentat1ve Tract Map 9783 and recommend to C1ty Counc1l approval
of Tentative Tract Map 9783 subJect to the follow1ng cond1t10ns'
1. It lS recommended that the 1n lleu park fees be pa1d for
the proJect and that these funds be used to acqu1re land for
construct10n of new Dark fac1lit1es as soon as adequate funds
are obta1ned.
2. The developer shall comply w1th the accDmpanY1ng engineer1ng
cond1tions. Exh1b1t "A"

EXHIBIT "A"
Engineer1ng Condit10ns
All on-site and off-site water, sewer, storm drain, street, street
llght1ng and util1ty 1mprovements shall be constructed as requ1red
by the Clty Code and shall be to the sat1sfaction of the City
Eng1neer, 1nclud1ng but not llmited to the follow1ng:
Easements shall be provided for all on-s1te water facilities
1ncluding water meters.
All condominium units and trailer spaces shall ~ave 1nd1vidual
water meters.
All water facil1ties shall be deeded to the City.
Sewer service shall be mainta1ned to t~e eX1sting development on
the south side of Marina Drive.
Ownership and ma1ntenance of on-site sewers shall be the respon-
sibil1ty of the property owner.
Provi de a stub sewer connecti on to the ri ght-of-way of '1arl na
9rive with sufficient capacity to serve future development on
the property bounded by the San Gabriel R1ver, ~arina Drive,
First Street dnd the beach. Grant the r1ghts to said capacity
to the City of Seal Beach.
Eliminate the present 48 inch diameter p1pe bottleneck at the
storm dra1n pump station.
Provide paved access to the pump station.
Provide a six foot hig1 slump stone block wall along t~e present
fence llnes of the pump station adjacent to the trailer park.
Provide a SlX foot high galvanized metal slld1ng 2ate at the
pu~p station access that will completely block visib1l1ty 1nto
the fac1lity.
Provide an access gate between the pump station and the river
1 evee.
No additional on-site drainage will be alloweG to drain onto
Flrst Street or '1arina Drlve.
Provide rev1s~d easements for any modif1cation to storm drain
channel of pump station site.
Provide easempnt for 1ngress and egress to pump stat10n site.
Ownershlp and maintenance of on-s1te storm dra1ns shall be the
respons1bll1ty of the property o~mer (exclud1ng '~ain channel).
Provide underground street llghts where not already prov1ded
Provide sldewalks for all adjacent streets.
18. All util1ties shall be underground.
19. Property owner shall landscape and ma1nta1n those portions of the
street parkway not used for slde~'al!:. Landscap1ng shall be to
the satisfact10n of the C1ty Eng1neer.
