A RESOLUTION OF THE SEAL BEACH PLANNING
COMrmSION APPROVING U~CLASSIFIED USE PERMIT
NO. UUP-I-77 AND MAKI~G RECOMMENDATIONS TO
TO THE REDEVELOPME~T AGENCY REGARDING COMPACT
CAR PAR'<PIG AND A~CHITECTURAL REVIElJ OF THE
PROJECT AND RECOMllE~DING TO CIfY COUNCIL
CONDITIONAL ~PPROVAL OF UUP-I-77,
WHEREAS,
an appllcatlon was duly f1led by East ~Iaples Land Company
and the Clty of Seal Beach (Seal Beach Assoclates), 11
Marlna Drlve, Seal Beach, Callfornla for UUP-I-77; and
~lHEREAS ,
the property lS descrlbed as a 6 arce parcel of land
bounded by Flrst Street,. Oakwood Garden Apartments, San
Gabriel Rlver and a portlon of the eXlstlng Seal Beach
Traller Park, AP# 043-173-08, portlons of AP# 043-173-07,
043-173-09, 043-173-03, 043-173-10 and commonly known as
11 Marlna Drlve, and
WHEREAS, the proposal lS to redevelop a portion of the Seal Beac~
Traller Park lnto a new 140 space moblle home park wlth
a recreatlonal complex in the q-3 zone, and
\oIHEREAS, an Envlronmental Impact Report has been prepared on the
proJect and was determlned to be sufflclent by the En-
vlronmental Quallty Control Board on September 15, 1977,
and
WHEREAS, the proposal lncluded centrallzed uncovered parklng wlth
35% of parking spaces belnq for compact car parklng with
stalls of 8'x18' with a 22' turnlng radlus; and
WHE~EAS, the proposal does not comply wlth the setback requlrements
of the base zone but rather wlll lncorporate t~e setbacks
requlred by Tltle 25 for moblle home parks and tral1er
parks; and
WHEREAS, the Plannln9 Commlsslon makes the followlng flndlngs re-
gardlng Unclasslfied Use Permlt, UUP-I-77'
1. The lntent of the development lS to prov1de permanent
low cost houslng for persons of low and moderate lncome
levels.
2. The uses proposed and proposed denslty are conslstent
wlth the Clty'S General Plan, Zonlng Ordlnance and Re-
development Agency Plan.
3 An Envlronmental Impact Report has been prepared on
the proJect WhlCh showed no adverse lmpacts WhlCh cannot
be mltlgated.
4, The development substantlally upgrades an old sub-
standard traller park.
5. The parklng ratlo of 1,5 spaces/unlt is adequate.
6 The provlslon of uncovered parklng and centrally located
parklng lS warranted due to the Slze and nature of the proJect.

7, The lncluSlon of 35% compact car park1ng spaces 1S
warranted due to the Slze of the proJect.
8. The setbacks proposed on each lot (3' to a property
11ne and 6' between trallers or structures) lS adequate.
9 Approval of the project includes an approval ln con-
cept for lots 44-60 located ln the County of Los Angeles,
Clty of Long Beach.
10. The recreatlonal complex proposed lS adequate for a
project of thlS Slze and nature.
11. Four cottonwood trees and two eucalyptus trees wl11
be preserved ln place.
12. All large trees ln the proJect area wlll be boxed
and replaced 1n the finished proJect where possible,
~ow, THEREFORE BE IT RESOLVED t~at the Plannlng Commlss10n does
hereby approve UUP-1-77 and recommends to the Redevelopment Agency approval
of the proJect as belng ln keepln9 wlth the goals and archltecture of the
Redevelopment Agency Plan and does recommend to the Agency approval
of a Varlance from the Agency Plan to provide 35% compact car parking
spaces, each space 8'x18' wlth a 22' turnlng radlus,

BE IT FURTHER RESOLVED that the Plannlng Commlsslon does hereby
approve and recommend approval to both the Redevelopment Agency
and Clty Councll of UUP-I-77 subJect to the followln9 condltlons.
1 Approval of UUP subJect to approval of PUD-2-77
and Tentatlve Tract Map 9783.
2 Installatlon of a 6 ft. h19h slumpstone block wall
or decoratlve block wall along Flrst Street, between the
moblle home park and the townhouses and surroundlng the
11ft statlon, If materlal other than slumpstone lS used,
the materlals to be used must be approved by the Plannlng
Dlrector. Constructlon of the block wall to be to t~e
satlsfactlon of the Clty Englneer.
3. Install a commerclal type steel gate at the entrance
to the lift statlon to the satisfactlon of the Clty Englneer,
4. Compliance w1th Englneerlng condltlons and Flre Depart-
ment condltlons. Exhlblt "A".
5. Pave all prlvate streets to the full wldth of 25 feet
to the satlsfactlon of the Clty Enqlneer, exceptlng those
areas contalnlng the four cottomwood trees and one eucalyptus
tree WhlCh are to be preserved ln place.

6 Pave all parklng lots wlth asp~altlc concrete or Portland
cement concrete to the satlsfactlon of the Clty Englneer, ex-
ceptlng the area contalnlng one eucalyptus tree
7. All parklng to be strlped to the satlsfactlon of staff.
8, All eXlstln9 large trees to be boxed, where posslble,
and replanted ln the new moblle home park exceptlng the
trees to be preserved ln place.
9. Landscaplng plans to the satlsfactlon of staff.

11. Installatlon of flre hydrants (Clty Standard
East Bay Serles) at locations speclfled by the Flre
Chlef and to the satlsfactlon of the Flre Chlef.
12 Provlslon of mall boxes ln compllance wlth the U.S
Postal Serv1ce standards and at locatlons speclfled by
the U,S. Postal Servlce.
13, Address numbers of lots to the satlsfactlon of staff.
14 Vertical access (north-south access) to be orovlded
through the area containlng lots 67 through 121 to the
satlsfactlon of staff,

15. Compllance wlth Tltle 25 of the Callfornla ~dmlnlstratlve
Code regardlng setbacks. In no case shall t~e setback be
lsss than 3'-0" to a property llne (lot llne) and ln no case
less than 6'-Q" between tral1ers or structures on adJolnlng
lots.

16. No parklng shall be permltted on the prlvate streets,
17. All parklng spaces ln the proJect shall be used for
the short term parklng of 11censes passenger motor vehlcles
for persons resldlng ln the Moblle home park Parklng
spaces shall not be used for storage of non-Motorized
vehlcles, inoperable motor vehlcles, boats, motor homes or
storage.
18, No encroachment 1nto area where pump statlon easeMents
eXlst wlthout approval of Clty Englneer.
19, Developer shall provlde a slltatlon and erOSlon control
program for the constructlon phase of the proJect,
20. Clock tower to be 10llered to a max lmum of 25 feet.

Englneerlng Condltions
All on-slte and off-slte water, sewer, storm draln, street, street
llghtlng and utlllty improvements shall be constructed as required
by the Clty Code and shall be to the satlsfactlon of the Clty
Englneer, 1ncludlng but not llmlted to the followlng'
1. Easements shall be provlded fo~ all on-site water facllltles
lncluding water meters.

All condom1nlum unlts and traller spaces shall ~ave lndlvldual "

storm draln pump statlon.
Provlde paved access to the pump statlon.
Provlde a SlX foot hlg1 slump stone block wall along t~e present
fence llnes of the pump statlon adJacent to the tr~ller park.
Provlde a SlX foot hlgh galvanlzed metal sllrlng ?dte at the
