A RESOLUTION OF TH~ SEAL BEACH PLANNING
COMMISSION MAKING POLICY DETERMINATIONS
REGARDING THE CONVERSION OF APARTMENTS
INTO CONDOMINIUMS.
WHEREAS, generally apartment bUl1dlngs are deslgned and bUllt
for apartment use rather than as condomlnlums; and
WHEREAS, ownershlp patterns of apartments dlffer from condomlnlums;
and
WHEREAS, condomlnlum unlts are lndlvldually owned and the owners
usually have dlffering expectatlons relatlng to amenltles,
pr1vacy and convenlence than an apartment owner; and

WHEREAS, ln order to falrly evaluate any proposal for converS1on
of eXlstlng apartments to condom1nlums the Plannlng CommlSS10n
'~lll, as a mlnlmum, conslder the followlng ltems ln determln-
log whether the property lS sUltable for the proposed converSlon:
1. The physlcal deslgn of the bUlldlng or bUl1dlngs together
wlth any open space.
2. The denslty and lntens1ty of the development,
3. Compliance wlth current zonlng regulatlon lnclud1ng park-

4. funenlty features prov1ded or proposed for the development
5. PrOV1S10n of prlvate storage for each unlt.
6. Provlslon for separate utlllty meterlng and lltl1lty 11nes.
7. Provls1on of separate hot water heaters In each un1t.
8. Provlslon of either separate laundry facllltles In eac1
un1t or common laundry faclllty.
9. Compllance wlth nOlse transmlss10n standards between units.
10. Provls10n of securlty locks and smoke detectors In each
unlt.
11. Revlew of CC & R's to 1nsure that all common areas will
be adequately malntalned.
NOW, THEREFORE, BE IT RESOLVED tnat the Plannlng Commlsslon does hereby
adopt thlS Resolutlon In the lnterest of provldlng a gUlde for conver-
Slon of apartments to condomlnlums.
