RESOLUTION NO. 1061
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING AND RECOMMENDING
TO THE CITY'S REDEVELOPMENT AGENCY APPROVAL OF
THE PROJECT AND TO CIT~ COUNCIL CONDITIONAL
APPROVAL OF PLANNED UNIT DEVELOPMENT, PUD-1-77,
FOR THE REDEVELOPMENT OF THE 3.5 ACRE CITY CORPORATION
YARD SITE INTO 35 LOTS FOR SINGLE FAMILY RESIDENTIAL
DEVELOPMENT.
WHEREAS,
an applicatlon was duly flled by the City of Seal Beach,
211 8th Street, Seal Beach, for Planned Unit Development
PUD-1-77; and
the property 1S described as Tentative Tract No. 9814 and
lS more commonly known as the eXlstlng Clty Corporatlon Yard,
located at 300 Flrst Street, Seal Beach; and
WHEREAS,
WHEREAS,
the property lS zoned R-l, 3000, and lS surrounded on three
sldes by Bridgeport, WhlCh was developed as a planned
community; and
WHEREAS, it lS the lntent of the Clty to allow redevelopment of the
Clty Yard site ln a manner that is archltecturally compatlble
wlth, and slmllar to, Brldgeport; and
WHEREAS, lt is envisioned that the Clty will sell lots to lndlviduals,
developers or a slngle developer at public auctlon; and
WHEREAS, two meetings were held with interested residents of Bridgeport
to discuss the character of the proposed development, and
WHEREAS, the Clty'S Parks and Recreation Commlssion held a meetlng to
reV1ew the proJect and recommended that 1n lieu recreatlon
fees be collected and utlllzed to provlde additional
recreatlonal land near the project site; and
WHEREAS, a meeting was held wlth the Envlronmental Quallty Control
Board to reVlew the proposed development and dlSCUSS the
environmental effects of the proJect, and
WHEREAS, the Planning Commlsslon held a study seSSlon to reVlew the
concepts to be lncorporated ln the Planned Unlt Development;

WHEREAS, the notlce for the publlC hearlng for the Planned Unit
Development was advertlsed as required bv law; and

WHEREAS, the Plannlng Commlsslon approved an ln1tlal study and Negative
Declaratlon and recommended that a flndlng be made that the
proposed proJect wlll not have a signlflcant effect on the
envlronment; and
WHEREAS, the Plannlng Commlssion determlned that the proJect lS
conslstent with the General Plan, and lS aesthetlcally
compatlble with Brldgeport.
NOW, THEREFORE, BE IT RESOLVED that the Plannlng Commlssion of the
Clty of Seal Beach does hereby approve Planned Unlt Development PUD-1-77
and recommends to the Redevelopment Agency approval of the concept for
the proJect, and to the City Councll recommends condltlonal approval
of PUD-1-77 subJect to the following condltlons'
1. Adoptlon of the Precise Plan provlslons for Tentatlve Tract 9814,
attached hereto as Exhibit "A", and a typlcal plot plan, attached
hereto as Exhl blt "B".
2. Installation of three flre hydrants to the satlsfactlon of the
Fire Chlef.

3. Streets, alleys and other publlC lmprovements to be lnstalled to
the satlsfactlon of the Clty Englneer.
4. Establlshment of an Archltectural Revlew Commlttee subJect to
Planning Commlsslon approval of ltS rules and procedures.
5. Deed restrlctions to be revlewed and approved by Plannlng Commlssion
prior to recordatlon.
6. Grant authorlzatlon to the Plannlng Director to approve minor
front yard setback modiflcatlons provlded that an average 10 foot
setback is maintained for the entlre development.
7. Nlne of the 35 lots (25%) are to be llmlted to one-story in helght,
wlth two-car garages ln place of three-car garages. Staff lS
authorized to determlne which lots are to be llmlted to one-story.
