P. C. M1nutes of May 4, 1983 Page 3 C. Zon1n~ Text Amendment, ZTA-1-83 Th1s was an amendment to adopt procedures for accessory apartmen~s 1n res1dent1al zones (Mello B1l1). Staff report presented by Mr. Antos. It was 1nd1cated that th1s law becomes effect1ve July I, 1983. The 1dea of th1s b111 was to respond to a hous1ng shortage 1n Ca11forn1a, a lack of affordable hous1ng and the des1re on both the elderly and the1r fam1l1es to 11ve together wh11e ma1nta1n1ng separate households. S1m11ar leg1slat1on has been adopted'1n the east and m1dwest 1n response to same 1ssues. Seal Beach, though, has many small lots, naJrow streets, narrow alleys and a doub11ng or more of populat1on 1n the summer months, severely I1m1t1ng on-street park1ng. The C1ty attorney extens1vely rev1ewed the b1l1, along w1th staff, and des1gned an ord1nance regulat1ng second dwel11ng un1ts w1th1n s1ngle- fam11y res1dences. The C1ty attorney's recommendat1on was to approve ZTA-1-83, show1ng comp11ance w1th SB 1534, wh11e ma1nta1n1ng control over locat1on of second un1ts per the cond1t1onal use perm1t process. Comm1ss1oner Goldenberg asked 1f th1s amendment m1ght not requ1re longer d1scuss1on and study. Staff rep11ed that most of the areas 1n the C1ty are bU11t to the maX1mum 11m1t. . Chauman Cov1ngton asked how many of the 14,000 ma111ng addresses"1n' the C1ty are e11g1ble for second dwel11ng un1ts. Staff rep11ed that 22 only were e11g1ble. Of course many propert1es 1n the C1ty could accommodate second dwel11ng un1ts 1f they demo11shed everyth1ng on lots and started from scratch. The ma1n problem would be park1ng requ1rements. Mr. Golden- berg stated that 1f homeowners were to start from scratch, then poss1bly park1ng requ1rements could be wa1ved. Staff rep11ed that Plann1ng Comm1s- S10n could reV1ew each case as they come up and determ1ne po11cy. I Staff further stated that Mello's b1ll author1zes a second un1t, not a "granny flat" wh1ch would 1nhcate a separate home for elderly on same lot. What the Mello b1ll 1n effect does 1S to abo11sh the R-l zone. W1th the CUP procedures, the Comm1ss1on can take a look at any app11cat1ons for second un1ts and estab11sh a po11cy or gU1de11nes. Pub11c hear1ng opened and closed for lack of part1c1pants. Comm1ss1oner Goldenberg moved to adopt Res. #1284, w1th Comm1ss1oner Sm1th second1ng.
