RESOLUTION HUMBER 1591
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH APPROVING CONDITIONAL
USE PERMIT 11-90, A REQUEST TO AMEND THE
PLANNED SIGN PROGRAM FOR A COMMERCIAL CENTER
LOCATED AT 1198 PACIFIC COAST HIGHWAY, SEAL
BEACH (ZOETER PLACE)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, on August 1, 1990, Mark Frank of the San Pedro Sign
company filed an application with the Department of
Development Services for CUP 11-90 on behalf of Zoeter
Place Associates, requesting to amend the planned sign
program for Zoeter Place, a commercial center located
at 1198 Pacific Coast Highway, Seal Beach; and
WHEREAS, the subject property, Orange county Assessor's map book
43 block 122 parcel 35, contains approximately 116,000
square feet of lot area; and
WHEREAS, the subject property, additionally identified as parcel
1 of Tentative Tract Map 87-131, the former Zoeter
Elementary School site as purchased by the Seal Beach
Redevelopment Agency in 1987; and
WHEREAS, the site is presently leased from the Redevelopment
Agency by Zoeter Place Associates, the petitioner of
this request; and
WHEREAS, the Planning Commission of the City of Seal Beach held
a duly noticed public hearing on November 15, 1989 and
approved CUP 15-89, a planned sign program for the
zoeter Place center; and
WHEREAS, specifically, the applicant is requesting to amend the
original conditions of approval of CUP 15-89 to
accommodate the unique requirements of an individual
tenant; and
WHEREAS, The surrounding land use and zoning are as
follows:
NORTH
Across Pacific Coast Highway is the Seal
Beach Center in the Service Commercial zone,
(C-l) .
SOUTH
The City-owned Zoeter athletic facility in
the Public Land Use zone, (PLU) and two day
care centers in City-owned buildings.
EAST
A mixture of single and multiple family
residential uses in the Residential High
Density zone (RHD) and commercial uses in the
General Commercial zone, (C-2).
WEST
A church and commercial uses in the C-2 zone;
and
WHEREAS, a duly noticed public hearing was held on september 5,
1990 to consider CUP 11-90; and
WHEREAS, the Planning Commission makes the following findings:
1. The proposed amendment to the Zoeter Place sign
program will provide for a decrease in signage of

85 square feet from the original approval.
2. The proposed signage is appropriate for the center
while allowing the tenant adequate opportunity for
individualized signage.
3. The area of the proposed signage for Suite B-1 is
significantly less than that allowed by the Code.
NOW, THEREFORE BE IT RESOLVED that the Planning Commission of the
city of Seal Beach does hereby approve Conditional Use Permit 11-
90, subject to the following conditions:
1. The Planned Sign Program for Zoeter Place, approved through
Resolution 1559, is amended to accommodate the unique
requirements of an individual tenant (Russell's restaurant)
at 1198 Pacific Coast Highway.
2. All signage for Suite B-1 (Russell's restaurant) shall be in
substantial compliance with the signage proposed in
Attachment A.
3. Any amendments to this proposal shall be subject to Planning
Commission review and approval.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 5th day of
September, 1990, by the following vote:
