SUBJECT: OCSD ANNUAL SEWER SERVICE FEES ON CITY
PROPERTY
SUMMARY OF REQUEST:
The proposed City Council action will receive and file the presented information
on OCSD Annual Sewer Service Fee reductions obtained by the City.
BACKGROUND:
The annual sewer service fee for several City tax parcels was increased
significantly after OCSD revised the square footage and/or established a use
code on twelve [12] City parcels. Public Works staff received these bills and
questioned the steep fees on six [6] of them, to wit:
Mary Wilson Library and a portion of the green belt;
Police Headquarters and Public Works Yard;
8th Street Fire Station and parking lot;
Old City Hall;
City Hall;
Seal Beach Pier and Ruby's
Staff contacted OCSD for a more detailed explanation of how the fees were
determined. OCSD provided the City with OCSD's estimate of the square
footage for each of the parcels, along with a list of required documentation for
petitioning a reduction of fees.
Staff reviewed OCSD's data and determined that there was substantial reason to
believe OCSD findings could be challenged for the six [6] parcels listed above.
Subsequently, staff submitted a petition for the six [6] affected tax parcels. The
petition included OCSD's 2008-09 "RAC Sheets for Outside Companies," which
calculates fees based on water flow and property use. Also included with the

petitions was documentation, provided by the City's Water Billing Division, which
showed the annual water use for those parcels.
FINANCIAL IMPACT:
The original 2008-2009 supplemental sewer user fees for the six [6] contested
parcels totaled $13,376.97. After receiving our petitions, OCSD revised their
fees on each of these parcels, resulting in an adjusted fee total of $4,509.22, for
a savings to the City of $8,867.75 in annual tax fees.
RECOMMENDATION:
It is recommended that City Council action receive and file the presented
information on OCSD Annual Sewer Service Fee reductions obtained by the City.
