RESOLUTION No. 1574
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH, RECOMMENDING TO THE
CITY COUNCIL APPROVAL OF GENERAL PLAN
AMENDMENT la-90, AN AMENDMENT TO THE LAND USE
ELEMENT OF THE GENERAL PLAN DEALING WITH THE
HELLMAN SPECIFIC PLAN AREA
The Planning Commission of the City of Seal Beach does hereby
resolve as follows:
WHEREAS, the Land Use Element of the General Plan was adopted in
October, 1973, and has been amended and updated at
various times since 1973; and
WHEREAS, the Land Use Element was amended in November, 1987,
to incorporate the Hellman Specific Plan; and
WHEREAS, Mola Development Corporation has met with
representatives of the agencies responsible for the
protection and regulation of wetlands in the State of
California; and
WHEREAS, General Plan amendment 1a-90 proposes an amendment to
the Land Use Element incorporating the concerns of
these agencies regarding wetlands, and further
specifying the acreage of the Gum Grove and Community
Park area; and
WHEREAS, Pursuant to Section 15168 of the CEQA Guidelines, a
program Environmental Impact Report (EIR 87-1) has
been prepared and certified by the city of Seal Beach,
and this amendment is within the scope of the certified
program EIR; and
WHEREAS A supplemental EIR has been prepared and certified
which adequately describes the general environmental
setting of the project, its significant environmental
impacts, and the alternatives and mitigation measures
related to each significant environmental effect, and
that no additional environmental documentation is
needed; and
WHEREAS, The Environmental Impact Report and Supplemental Impact
Report demonstrate that the proposed amendment to the
Land Use Element will have no significant impact on the
environmental that will not be mitigated to a level of
insignificance; and
WHEREAS, The city of Seal Beach, in accordance with Section
65351 of the California Government Code, facilitated
public participation in the preparation of this
amendment to the City's General Plan by and by holding

(a) duly noticed public hearing before this Planning
commission on May 9, 1990 and scheduled a further
public hearing before the City Council; and
WHEREAS, The Planning Commission of the City of Seal Beach
invited public participation at its hearing of May 9,
1990 and considered the views expressed by speakers at
those meetings before adopting this resolution; and
WHEREAS, This commission has reviewed and considered the
proposed amendment to the City's General Plan and
conducted (a) duly noticed public hearing on May 9,
1990 at which time(s) both written and oral evidence
was received; and
WHEREAS, The city has reviewed the existing text of the Land Use
Element and the text of all other elements of the
General Plan and determined that the proposed
amendments to the Land Use Element are consistent with
the letter and spirit of the Land Use Element and the
other elements of the General Plan; and
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the
city of Seal Beach as follows:

The Planning Commission of the City of Seal Beach
finds that the adoption of proposed amendment to
the Land Use Element of the General Plan on file
in the office of the City Clerk, attached hereto
as "Exhibit A," and incorporated herein by this
reference, will not have a significant impact on
the environment that will not be mitigated to a
level of insignificance as provided in the
Supplemental Environmental Impact Report prepared
for this project, attached hereto as "Exhibit B,"
and incorporated herein by this reference.
The Planning Commission of the city of Seal Beach
finds that the proposed amendment to the Land Use
Element of the General Plan has been prepared
according to the procedures set forth in sections
65350 - 65362 of the Government Code and that the
terms of the Land Use Element as amended by this
proposal comply with the requirements of section
65302(a) of the Government Code.
The Planning Commission of the City of Seal Beach
finds that the proposed amendment to the Land Use
Element of the General Plan is in the public
interest, is consistent with the land use goals of
the city as set forth in the existing Land Use
Element, and that the uses proposed for the
affected parcels are compatible with the present
use of neighboring parcels.

Section 4.
The Planning Commission of the city of Seal Beach
finds that the Land Use Element of the General
Plan as amended by this proposal is consistent
with the other elements of the General Plan of the
City of Seal Beach.
The Planning Commission of the city of Seal Beach
recommends the adoption by the city council of the
city of Seal Beach of General Plan Amendment la-
90.
Section 5.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
city of Seal Beach at a meeting held on the 9th day of May 1990,
by the following vote:

SUMMARY TABLE OF EXISTING AND
PROPOSED LAND USES IN ACRES
Change is expected to occur within the city, mainly in the
Coastal District where the impact of a beach attraction for
visitors and an inviting residential environment exist. The
remaining portions of the city are considered to be stable and of
a high quality so that no substantial change is anticipated other
than is indicated.

redevelopment when oil production uses terminate and have been
included in the Housing Element as a potential area for
residential uses.
LARD USE ELEMENT
Revise ProDosed Residential Use
1. Revise first sentence to read:
An area of approximately 75 acres located north of Marina
Hill and extending from First street to Seal Beach Boulevard
is proposed for development as single family residential
lots.
PUBLIC LAND USE
2. Add new paragraph
ProDosed Wetlands
Approximately 41.4 acres located in the southwest corner
of the Hellman property will be devoted to a restored
tidal influenced wetlands. The exact location, size, and
restoration process will be reviewed and approved by the
agencies that have control over the state's wetlands
resources. Although the City supports this project
proposal, it is not envisioned that the city will
either own or maintain the wetlands area. A fuller
description of the wetlands is provided in the
amended Hellman Specific Plan.
Approximately 26 acres of land is devoted to community
parkland including the Gum Grove Park area.
