RESOLUTION NUMBER 1570
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH APPROVING CONDITIONAL
USE PERMIT 1-90, A REQUEST TO REMODEL AN
EXISTING AUTOMOBILE SERVICE STATION AT 2950
WESTMINSTER AVENUE, SEAL BEACH. REMODEL TO
CONSIST OF A NEW CANOPY, RELOCATION OF LUBE
BAY DOORS TO THE REAR OF THE BUILDING AND THE
REMODEL OF THE CASHIER AREA.
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, On January 26, 1990, A&S Engineering submitted an
application for Conditional Use Permit 1-90 to the
Department of Development Services; and
WHEREAS, The subject property is an irregularly shaped parcel
and, as shown in the site plan submitted, contains
28,901 square feet in land area with approximately 410
feet of frontage on Seal Beach Boulevard and
approximately 348 feet of frontage on Westminster
Avenue containing three (3) lube bays and two (2) pump
islands; and
WHEREAS, The city of Seal Beach has adopted specific service
station performance standards to apply to new or
remodeled service stations (Sec. 28-2318). These
standards attempt to cover the specific activities
inherent with an automobile operation and minimize the
adverse effect on surrounding properties; and
WHEREAS, The applicant is specifically requesting to:
. Construct a new hip roof canopy over the two
existing islands.
. Install a "Chevron" sign on the canopy.
Remodel the interior of the cashier area including
the removal of an interior partition wall.
. Relocate the lube bay doors to the rear of the
structure and seal off existing lube bay doors to
match proposed fascia.
. Construct a new planter along the property's
westerly boundary, dividing the subject property
from the adjacent commercial center (an
abbreviated access way between the subject
property and the commercial center will remain).
. Remove the existing pump islands and gasoline
dispensers and replace them with new islands and
dispensers.
Replace and sealcoat A/C paving and replace
concrete under canopy; and

WHEREAS, The surrounding land use and zoning are as follows:
NORTH
Mixed commercial uses in Leisure World
Center located across Westminster Avenue
in the Service Commercial zone, (C-l).
SOUTH & EAST
The Seal Beach Naval Weapons Center
located across Seal Beach Boulevard from
the subject property in the Public Land
Use zone, (PLU).
Commercial buildings located in the
General Commercial zone, (C-2); and
WEST
WHEREAS, A duly noticed public hearing was held on March 7,
1990.
NOW, THEREFORE BE IT RESOLVED that the Planning commission of the
city of Seal Beach does hereby approve Conditional Use Permit
1-90, subject to the following conditions:
1. Conditional Use Permit 1-90 is approved for the remodel of
an existing automobile service station at 2950 Westminster
Avenue, Seal Beach. The remodel consists of a new canopy,
relocation of lube bay doors to the rear of the building and
the remodel of the cashier area.
2. That all development be in substantial accordance with the
plans submitted.
3. The sales area adjacent to the cashier area shall be
utilized solely for the supply of goods and services
generally required in operation and maintenance of
automobile vehicles and fulfilling of motorist automotive
needs and other of incidental motorist services and products
as required in section 28-2318(2).
4. The applicant shall comply with all conditions placed on the
project by the City Engineer through his review of the
project.
5. The applicant shall submit a landscaping plan for approval
to the Department of Development Services prior to final
approval of the project.
6. All landscaping shall be bounded by a six (6") curb
and shall be maintained in good condition.
7. The applicant shall submit a formal sign program to the
Department of Development Services for approval prior to
final approval of the project.
8. All lighting shall be directed away from neighboring
properties and confined to the subject property.
Lighting plan shall be reviewed and approved by
Development Services Department.
9. Displays of merchandise shall not be located further
than five (5') feet from the service station building.
10. The site shall be maintained in a litter-free state as
mandated by Section 28-2318(F) of the Code of The citv of
Seal Beach.

11. with the applicant's consent, the hours of operation
shall be 24 hours a day, daily.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 7th day of
March, 1990, by the following vote:
