RESOLUTION NUMBER 1563
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING CONDITIONAL USE PERMIT 16-89, A
REQUEST TO PROVIDE LIVE ENTERTAINMENT IN CONJUNCTION
WITH AN EXISTING RESTAURANT AT 12309 SEAL BEACH BLVD.
(THE PANDA PANDA RESTAURANT)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, On November 30, 1989, Danny C. Wang filed an
application for a conditional use permit (CUP) for live
entertainment in conjunction with an existing
restaurant at 12309 Seal Beach Blvd., the Panda Panda
Restaurant; and
WHEREAS, The restaurant provides live music Thursday thru
Saturday evenings for two hours each night between the
hours of 6:00 p.m. and 9:00 p.m.; and
WHEREAS, The entertainment includes an individual playing the
piano two (2) nights a week, and an acoustic guitarist
(sitting in for the pianist) playing one (1) night a
week; and
WHEREAS, Section 11-1 of the Code of the City of Seal Beach
defines an "entertainment cafe" as premises on which
there is entertainment consisting of instrumental
entertainment by one or more musicians; and
WHEREAS, Section 28-1300 (7)(i) of the Code requires a CUP for
entertainment cafes; and
WHEREAS, The subject property is located in the General
Commercial Zone (C-2); and
WHEREAS, The surrounding land uses are as follows:
North
Residential High Density (RHD) housing and
general commercial uses.
South
A mixture of general commercial uses,
including the Rossmoor Bowl adjacent to the
restaurant, within the Rossmoor Center.
East Seal Beach Boulevard (and the Old Ranch
County Club beyond).
West RHD single and multi-family residences; and
WHEREAS, Neither the Seal Beach Police Department, nor the
Department of Development Services has received any
complaints regarding the live entertainment provided in
the Panda Panda Restaurant.
NOW THEREFORE BE IT RESOLVED that the Planning Commission of the
City of Seal Beach does hereby approve Conditional Use Permit 16-
89, subject to the following conditions:
1. Conditional Use Permit 16-89 is approved to permit live
entertainment in conjunction with an existing restaurant
(entertainment cafe) at 12309 Seal Beach Blvd., the Panda
Panda Restaurant, and is issued to Danny C. Wang.
2. CUP 16-89 is non-transferable.
3. Entertainment shall consist of live piano (and acoustic
guitar) music, and any change to this format shall be at the
discretion of the Development Services Director.

4. The applicant shall observe all regulations governing
entertainment cafes as spelled out under Section 11-49 of
the Code of the City of Seal Beach, and a copy of the
regulations shall be posted on the premises in a conspicuous
location.
5. CUP 16-89 shall be approved for a period of one year at
which time the Development Services Director may consider
extending the permit indefinitely, provided all conditions
of approval have been satisfied, and no significant police
incidents have occurred.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the 3rd day of
January, 1990, by the following vote:
