A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SEAL
BEACH DENYING WITHOUT PREJUDICE
TRAILER SPACE ADJUSTMENT 05-1 AND
MINOR PLAN REVIEW 05-10 (74 RIVERSEA
ROAD)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH
DOES HEREBY FIND AND RESOLVE:
Section 1. On August 4, 2005, Sheila Oden ("'the apphcanC)
submitted applications for TraIler Space Adjustment 05-1 and Minor Plan Review 05-10
with the Department of Development ServICes Specifically, the applicant IS requesting
to increase the subJect trailer space size from approxImatcly 744 square feet to
approximately 863.4 square feet and to construct a new 850 square feet, two-story cabana
on the reconfigured trailer space at 74 Riversea Road in the Seal Bcach Trailer Park,
Section 2. Pursuant to 14 Calif, Code of Regs, ~ l5025(a) and ~ ILB
of the City's Local CEQA GUidelines, staff has determined as follows The application
for Trailer Space AdJustment 05-1 and Mmor Plan Review 05-10 is categorically exempt
from review pursuant to the California Environmental Quality Act pursuant to 14 Cahf
Code of Regs. S 15303, New Construction or Conversion of Small Structurcs, (a) single
family residences not m conjunction with the buildmg of two or more such units In
urbanized areas, up to three single-famIly residences may be constructed or converted
under this exemption, and 14 Calif, Code of Regs ~ 1506l(b)(3), because it can be seen
with certainty that there is no possibility that the approval may have a sigmficant effect
on the environment.
Section 3 A duly noticed hearing was held bcfore the Planmng
Commission on November 9, 2005 to considcr the application for Minor Plan Review 05-
10 and continued by the Planning Commission
Section 4, On January 30, 2006 the City received a letter regarding the
Issue oflot line adjustments within the Trailer Park from LINC Housing Corp ("L1NC'"),
as asset manager for Seal Beach Affordable Housing Corporation ("'S13AHC.'), the
property owner, indicating the following:
"Please note that these approvals were IMued In error and are hereby
rescmded by LINe. At thiS time, reSidents mterested m any type of
renovation to thew homes will be reqUIred to do so wlthm the lot lmes
already in existence

Section 5, Pursuant to SectIon 11 05 of Title 25 of the California Code of
Regulations, the CIty may not approve a trailer space adjustment without the consent of
the park operator and the owners of affectcd lots and units, As a result, the approval of a
traIler space adjustment is infeasible at this time,
Section 6. Based upon the facts contained in the record, includmg those
stated in ~ 4 of thIS resolutton, and pursuant to ~~ 28-2319 of the City's Code, the
Planning CommIssion hereby denies Trailer Space AdJustment 05-l and Minor Plan
ReView 05-10 without prejudice,
PASSED, APPROVED AND ADOPTED by the Planning Commission of the
City of Seal Beach at a meeting thereof held on the Sth day of February,
2006, by the following vote:
A YES: Commissioners
Deaton, Ladner, O'Malley, Roberts and Shanks
NOES: Commissioners
ABSENT: Commissioners
ABSTAIN: Commissioners
