RESOLUTION No. 1648 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING CONDITIONAL USE PERMIT #18-91, A REQUEST TO AMEND THE ORIGINAL CONDITIONS OF APPROVAL OF CONDITIONAL USE PERMIT #8-85 THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, On August 21, 1991, Rossmoor Business Center f~led an applicat~on for Conditional Use Permit (CUP) #18-91 requesting to amend the original Condit~ons of Approval of CUP #8-85. spec~fically, the applicant is requesting to install a new Rossmoor Business Center/C~ty of Seal Beach ident~ficcation sign at the Seal Beach Boulevard/Rossmoor Center Way entrance into the Center. The proposed s~gn, a monument sign, w~ll have an area of 72 square feet, 33.75 square feet of sign area. WHEREAS, The subject property is located on the west side of Seal Beach Boulevard north of st. Cloud Dr~ve; and WHEREAS, The SUbJect property is descr~bed as Parcels 1 through 11 of Section 31, Townsh~p 4 south, Range 11 west ~n Rancho Los Alam~tos, County of orange, State of Cal~fornia as per map filed with the Recorder of Orange County; and WHEREAS, The surrounding land uses and zon~ng are as follows: NORTH, WEST and SOUTH: Single family res~dences and mult~-family residences located within Rossmoor, an unincorporated terriroty of Orange County. EAST: A mixture of open space utilized for the most part as a golf course in the Recreat~onal Golf zone (R-G), retail/commercial uses in the General Commercial zone (C- 2), and residential uses in the c~ty of Los Alamitos; and WHEREAS, The Planning Commission approved a planned s~gn program for the Rossmoor Business Center through the approval of CUP #8-85. The applicants subsequently appealed Conditions of Approval 1 and 2 to the city Council and the Council overturned both Conditions through the adoption of Resolution No. 3529. WHEREAS, Resolution 3529 allowed Rossmoor Shopping Center to add a double-sided 75 square foot readerboard to the bottom of the existing Center identification sign. The reader board has not been constructed but has received City Council approval. WHEREAS, In June 1990 the Plann~ng commission approved CUP #7-90, an amendment to the planned sign program for Rossmoor Center. CUP #7-90 approved a new Center identification sign/theater marquee sign which integrated the Center identification sign into the support structure for the marquee. WHEREAS, The Planning Commission held a duly noticed Public Hear~ng on september 18, 1991, and approved Conditional Use Permit #18-91. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve Condit~onal Use Permit #18-91 subject to the following Conditions of Approval: J , . 1. Conditional Use Permit #18-91 is approved to amend the original Conditions of Approval of Conditional Use Perkmi t #5-85, am amended through the City Council's approval of Appeal #4-85, and as subsequently amended in accordance with Condit~onal Use Permit #7-90. Specifically, CUP #18-91 is granted for a new Rossmoor Business Center/City of Seal Beach identification sign at the Seal Beach Boulevard/Rossmoor Center Way entrance into the Center. The proposed sign, a monument sign, w~ll have an overall area of 72 square feet (33.75 square feet of sign area), be 4 feet high, and be located at 12121 Seal Beach Boulevard (Rossmoor Business Center). 2. Construction documents and the location of the proposed sign shall be in substantial conforimty wi th the plans approved through Conditional Use Permit #18-91. 3. Wi th four ( 4 ) years of the date of approval of Conditional Use Permit #7-90 (June 6, 1990), the Rossmoor Business Center shall submit plans for a new planned s~gn program to the City for Planning Commission approval. Sa~d planned sign program shall attempt to bring the Center's signage more into conformity with current design standards and the City's zoning ordinance.
