RESOLUTION NUMBER 92-19 A RESOLUTION OF TIIE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING CONDITIONAL USE PERMIT 92-5, A REQUEST FOR THE INSTALLATION OF A MOBILE OFFICE STRUCTURE (24' X 60~ ON THE OIL PRODUCTION SITE WITHIN THE HELLMAN RANCH PROPERTY THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE WHEREAS, on May 26, 1992, Hellman Properties subInltted an apphcatlOn for CUP 92-5 to the Department of Development SeTVIces requesting to Install a (24' x 60~ mobile office structure Wltllln the Oil production site at 711 First Street, Seal Beach, and WHEREAS, specifically, the apphcants are requesting to Install a mobile commercial coach (24' x 60') In the northwesterly comer of the Hellman Ranch property The proposed coach would be approximately 13' - 6" In height, and WHEREAS, the subject property IS legally descnbed as Orange County Assessor's Parcel Number 095-010-55, and WHEREAS, the subject property contains approxunately 55 7 acres ofland and IS located at the northwesterly comer of the Hellman Ranch property, and WHEREAS, the subject property IS currently used for 011 extraction and IS located In the extreme northwesterly portion of the area where the recent Hellman Ranch development proposal was to be located The proposed location IS not located Wltlun any existing wetland area as identified In ExhIbit 4-9 ofthe March 1989 Draft Supplemental EIR for the Hellman Ranch SpeCific Plan, and WHEREAS, the subject property IS surrounded on all SIdes by vacant land In the SpeCific Plan Regulation zone (SPR) With the Los A1anutos Retarding BaSin (flood retention) located to the north, the San Gabnel RIver to the west, the Manna HilI reSidential development located over 1,000 feet away to the south and the mumclpal yard and pohce station to the east, and WHEREAS, a duly noticed public heanng was held on July 1, 1992 to conSider CUP 92-5, and WHEREAS, the Planmng Comrmssion makes the follOWing findings 1 The granting of CUP 92-5 is consistent With the proVisIOns of the General Plan wluch Indicate the subject property IS to be used for oil extraction purposes, including maintenance and operations yards In conjunction with 011 production uses 2 The proposed mob1le office site IS not located Within an Identified wetlands area NOW, THEREFORE BE IT RESOLVED that the Planmng ComrmsslOn of the City of Seal Beach does hereby approve of Conditional Use Permit 92-5 subject to the follOWing conditions 1 CUP 92-5 IS approved for the installation of a mobile office structure Wltlun the Hellman Ranch 011 production site located at 711 First Street, Seal Beach 2 The proposed mobile office structure shall be located In the northwesterly portion of the Hellman Ranch Site, as indicated In Attachment A 3 In accordance With Section 28-1203 of the Code. setting forth parlang requirements for non ViSitor seTVIng offices, three (3) paved, stnped parlang spaces shall be provided In C \AMIPR.O'IDOCS\CUP\RS ace he .. ~ Planmng ColDlD1SSl0n Resolul1on 92-8 conjunctIOn With the mobIle office structure, subject to approval of the DIrector of Development Sel'Vlces 4 A nunimum often percent (10%) of the moblle office site, and no less than 500 square feet total, sha1l be landscaped and continuously mamtamed to the satIsfactIon of the Department of Development Sel'Vlces 5 The proposed mobIle office shall be subject to reVIew and approval of the CalIfornIa Coastal Comnusslon 6 Tlus condItIonal use penmt shall not become effective for any purpose unless an "acceptance of condItIOns" form has been sIgned by the applicant and property owner, notanzed and returned to the Department of Development Sel'Vlces, and untIl the ten (10) day appeal penod has elapsed 7 The Planmng Comnussion reseIVes the nght to revoke thIS condItIonal use penmt If any VIolatIon of these condItIons or the Code of the CIty of Seal Beach occurs PASSED, APPROVED AND ADOPTED by the Planning ComnusslOn of the CIty of Seal Beach at a meetIng thereof held on the 1st day of July, 1992, by the following vote AYES ComnusslOners Shlllll.
