RESOLUTION NUMBER 92-5 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH APPROVING HEIGHT VARIATION 92-7, A REQUEST TO CONSTRUCT A COVERED, ROOF-ACCESS STRUCTURE AT A-36 SURFSIDE THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE WHEREAS, on March 6, 1992, Brent-Sears Architects submitted an applicatIOn for Height VanatlOn 92-7 to the Department of Development Servlces on behalf of Fred Reed and Cheryl Hernandez, and WHEREAS, the applicatIOn requests approval of a height vanatJon for constructJon of a covered roof access structure (CRAS) In conjunction WIth the constructJon of a new Single fanuly dwelling at A-36 Surf side The proposed CRAS would have an area of approxImately 177 square feet and would exceed the height lImlt by approximately 4' - 6", and WHEREAS, the subJect property lS legally descnbed as Orange County Assessor's Parcel Number 178-491-38, and WHEREAS, the subJect property IS surrounded to the north, east and west by Single famlly reSidences In the ResldentJal Low DenSity zone, (RLD) and the Paclfic Ocean to the south Within the community of Surf sIde, and WHEREAS, a duly noticed pubhc heanng was held on Apn115, 1992, to conSider Height VanatJon 92-7, and WHEREAS, the Planning CommissIOn makes the folIoWlng findings The proposed CRAS IS too large, at approximately 177 square feet In area, to constitute the mlnlmum size necessary to prOVide covered access to the roof deck, AltematlVe One, as recommended by City staff, prOVides a covered roof access WhlCh IS the minimum size honzontally to prOVide access to the roof, The proposed CRAS, as amended through Alternative One, lS 1 architecturally In keeping WIth the remainder of the structure, 2 In keeping WIth the character and Integnty of the surrounding neighborhood, 3 as condltJoned by staff, IS limited to the minimum Size, both vertically and honzontally, necessary to cover the staircase, and 4 due to the flat terralll In the VICInity of the proposed structure, does not Significantly Impalr the pnmary view of any property located WIthin 300 feet of the subJect property NOW, THEREFORE BE IT RESOLVED that the Planning Commission of the City of Seal Beach does hereby approve of Height VanatlOn 92-7 subJect to the follOWing condltJons 1 Height Variation (MPR) 92-7 IS approved for a covered, roof-access structure located at A-36 Surf side 2 The eRAS shall be relocated from the front, clfcular WInding stalfwelI to the rear, rectangular stalfwell The roof over the WInding stalrwell shall be limited to 35 feet In height e \AMIPROlDOeSIMPR\R92-7 Bee be . .
