RESOLUTION NO 92-3
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH RECOMMENDING TO THE CITY COUNCIL ADOPTION
OF A ''ARCHAEOLOGICAL AND HISTORICAL ELEMENT' TO THE
SEAL BEACH GENERAL PLAN.
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE'
WHEREAS, on August 13, 1990, the City Councd established the Archaeological Task
Force" to formulate an Archaeological Element for the General Plan ", and
WHEREAS, thiS task force was composed of five persons, which met over a period of time
to prepare the ''ArchaeologtCal and HlStoncal Element", and
WHEREAS, on March 11, 1991, the City Councd determmed to " accept the completed,
documented report WIth attachments, transmltted by Commltteemember
Hahn, and refer same to the Planning Commlsslon for public hearmgs", and
WHEREAS, this proposed element of the Seal Beach General Plan discusses the purpose
and function of preseMng archaeological and hlStonca1 resources; describes
methods for protecting these resources, and provldes local pohcles to gUIde
the implementation of cultural resource preservation, beyond the protections
afforded by applicable Federal (NEPA), State (CEQA) and loca11aws, and
WHEREAS, the California Government Code allows the development of optional general
plan elements (Government Code ~ 65303), and
WHEREAS, staff has prepared and clfculated an InitJal Envlfonmental Assessment and
proposed Negative DeclaratIOn as requlfed by the Cahforma Envlfonmenta1
Quality Act (CEQA) As of the March 26, 1992, staff has received no
comments on the proposed Negative Declaration, and
WHEREAS, a duly noticed public hearmg was held on April 1, 1992 to conSider General
Plan Amendment 92-1 and Negative Declaration 92-1, and
WHEREAS, the Planmng Commission recelVed mto evidence the Staff Report of Apnl
1, 1992, along with all attachments thereto, and consldered all public
testunony presented, and
WHEREAS, The Planmng Commission made the follOWIng findings and recommended
approval of the subject Negative DeclaratIOn and General Plan Amendment
by the City Council on April 1, 1992:
1. The proposed Negative DeclaratIOn adequately discloses the potential
envlfonmentalunpacts of the proposed ''Archaeologrcal and HlStoncal
Element of the General Plan of the City of Seal Beach", and no
substantial adverse envlfonmental unpacts Will result upon the
adoption of thlS Element of the General Plan
2 The proposed ''Archaeological and HlStoncal Element of the General
Plan of the City of Seal Beach" WIll dlSCUSS the purpose and function of
preserving archaeological and hlStonca1 resources, descnbe methods
for protecting these resources, and proVlde local poliCies to gUIde the
implementation of cultural resource preservation, beyond the
protections afforded by applicable Federal (NEPA), State (CEQA)
and local laws

3 The proposed ''Archaeologzcal and HlStoncal Element of the General
Plan of the City of Seal Beach" does not replace or supersede any of
the other General Plan elements It amplifies and supports the goals
and policies that are included m the other General Plan elements and
establishes new goals and policies where necessary
4. The proposed ''Archaeological and HlStoncal Element of the General
Plan of the City of Seal Beach" is consistent With the other elements of
the Seal beach General Plan.
PASSED, APPROVED AND ADOPTED by the P1anmng Commission of the City of Seal
Beach at a meeting thereof held on the 1st day of April, 1992, by the followmg vote.
