RESOLUTION NUMBER 92-2
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING HEIGHT VARIATION
#92-1, A REQUEST TO APPROVE COVERED ROOF
ACCESS STRUCTURES AT VARIOUS CITY OF SEAL
BEACH RESIDENCES (See Attachment A)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY
RESOLVE:
WHEREAS, in February 1991 the city of Seal Beach adopted new
construct~on and maintenance standards for covered roof
access structures (CRAS) within the city by adopting City
Council Resolution No. 1322 (Attachment B); and
WHEREAS, during the summer of 1991 Planning Department staff
conducted a survey of all CRAS's in the city, div~ding
those existing CRAS's ~nto two categor~es: (1) those
which met the new standards; (2) those which failed to
meet the new standards because they were (a) located on
an exterior side wall, (b) were too large or (c) the
roofing material did not conform to the remainder of the
structure; and
WHEREAS, staff's survey located ninety-nine (99) CRAS's which did
not conform to the new standards. Of those, sixty (60)
were non-conforming solely due to their location along a
structures exterior wall; and
WHEREAS, the new standards require property owners of existing
CRAS's to apply to the c~ty for a Height Variation if
their ex~sting CRAS does not conform to the new
standards; and
WHEREAS, based on Planning commission findings in approving
requests for CRAS's under the new standards, specifically
to the location of a CRAS on an exterior wall, staff
prepared a memo to the Planning commission recommending
all sixty (60) CRAS' s be considered under one Height
Variation request; and
WHEREAS, a duly noticed Public Hearing was held on February 5,
1992 to consider approving Height Variat~on 92-1; and
WHEREAS, all sixty (60) subject properties are located in
residential zones in the city of Seal Beach.
WHEREAS, the Planning Commission makes the following find~ngs:
1. The CRAS's are appropriate for the architectural
styles of the various res~dential structures.
2. The CRAS's roofing materials are in substant~al
conformity with their structure's roofing material.
3. The CRAS's are limited to the minimum area, both
hor~zontally and vertically, necessary to cover the
stairwell.
4. The CRAS' s are located along peripheral exterior
walls of the structure. Due to the narrow lot
width in Old Town and Surfside, the placement of
the CRAS's along the exterior wall is appropriate.
5. The CRAS's do not significantly impair the primary
view of any structure located within 300 feet.
6. The CRAS's are appropriate for the character and
integrity of the neighborhoods; all sixty (60)
CRAS's are located in the Old Town and Surfside
communities.

NOW, THEREFORE BE IT RESOLVED that the Planning commission of the
city of Seal Beach does hereby approve Height Variation request
#92-1.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the city
of Seal Beach at a meeting thereof held on the 5th day of February,
1992, by the following vote:
