RESOLUTION NUMBER 93-47
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH APPROVING MINOR PLAN REVIEW 93-7, APPROVING AN
ARCmTECTURAL REVIEW IN CONJUNCTION WITH THE PROPOSED
ADDITION OF A TWO-STORY CABANA OVER AN EXISTING TRAILER
HOME AT 46 RIVERSEA ROAD, SEAL BEACH
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
Section I On September 9, 1993, Jack Battersby ("The Applicant") filed an
applicatIon and Mmor Plan RevIew 93-7 WIth the Department of Development SeMces Through
MPR 93-7, the appbcant seeks approval archItectural revIew approval for a second story addition
to an eXlstmg traIler home at 46 RIversea Road, Seal Beach
SectIOn 2 Pursuantto 14 Calif Code of Regs ~ 15025(a) and ~ II B of the
City'S Local CEQA GuIdelines, staff has determmed as follows The application for Mmor Plan
ReVIew 93-7 IS categoncally exempt from review pursuant to the Callfonua Envlromnental
Quality Act pursuant to 14 Calif Code of Regs ~ 15301 (Exlstmg Uses), because It mvolves the
negbglble expanSIOn ofan eXIstmg use, and pursuant to ~ 15061 (b )(3), because It can be seen With
certaInty that there IS no possibility that the approval may have a slgmficant effect on the
enVIronment
SectIon 3 A duly noticed hearing was held before the Planning CommIssion
on October 6, 1993 to consIder the application for Mmor Plan RevIew 93-7
Section 4
The record of the heanng on Apn121, 1993 mdlcates the follOWIng
(a) On September 9, 1993, Jack Battersby filed an applicatIOn WIth the
Department of Development SeMces for Mmor Plan ReVIew 93-7
(b) The applicant IS requestmg architectural revIew m conjunctIon WIth a
second story addition to an eXIstmg traIler home at 46 RIversea Road
(c) The subJect property IS located withm the Seal Beach TraIler Park and IS
surrounded on three Sides by reSIdential hIgh density uses Wlthm the Park and to the west by the
San Gabnel RIver
(d) The CIty received no comments, wntten or other, respondmg to the notices
of the heanng on MPR 93-7
SectIon 5 Based upon the facts contaIned m the record, mcludmg those stated m
~ 4 of this resolution, and pursuant to ~~ 28-2319 of the City's Code. the Plannmg CommIssIon
hereby finds as follows
(a) Mmor Plan RevIew 93-7 IS consistent WIth the proVISIons of the Land Use
Element of the CIty'S General Plan, winch prOVIdes a "high denSity reSIdential" deSIgnation for the
subJect property and permIts traIler reSIdential uses The use IS also consistent With the remaIrnng
elements of the City'S General Plan as the poliCIes of those elements are consIstent WIth, and
reflected m, the Land Use Element Accordmgly, the proposed use IS consistent WIth the General
Plan
(b) The buIldmg and property at 46 RIversea Road are adequate m Size, shape,
topography and location to meet the needs of the proposed use of the property
(c) ReqUired adherence to applIcable buIldmg and fire codes ensure there WIll
be adequate water supply and utIlities for the proposed use

(d) The proposed use wlll be compatible WIth surrounding uses and the
community in general, because the style, height and bulk of the proposed structure, as remodeled,
IS consistent WIth surroundmg residential uses
Section 6 Based upon the foregoing, the Planmng ComnussIOn hereby
approves Minor Plan RevIew 93-7, subJect to the follOWIng condItIons
I Mmor Plan ReVIew 93-7 IS approved for a two-story cabana located at 46 RIVersea Road,
Seal Beach
2 The senuclrcular WIndow indIcated on the front (south) elevatIon shall be removed or
relocated lower than 20 feet above grade Should the applicant remove the WIndow, he
may substItute an architectural treatment sundar m shape to the proposed WIndow
3 A life safety spnnkler system shall be mstalled throughout the trader and cabana In
accordance With the reqUIrements set forth by the NatIOnal FIre Protection AssocIatIon,

4 The extenor of the cabana shall be constructed of stucco, or one (I) hour fire-rated
matenal shall be Installed under wood SIding
5 Approval shall be subJect to compliance With all applicable portIons of Title 25 of the
Callforma AdministratIVe Code and the Unlfonn Budding Code
6 All constructIon shall be m substantial compliance WIth the plans approved through Minor
Plan ReVIew 93-7
7 The extenor stucco be a peach color With color chips being submitted to the Department
of Development SeMces for approval by the Director of Development SeMces
PASSED, APPROVED AND ADOPTED by the Planning ComnussIOn of the CIty of Seal Beach
at a meeting thereof held on the 6th day of October, 1993 by the follOWIng vote
