A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH RECOMMENDING TO THE CITY
COUNCIL APPROVAL OF LOT LINE ADJUSTMENT 93-1
(SEAL BEACH TRAILER PARK)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOL VB
Section I On July 31,1993, Seal Beach Partners Ltd ("The Applicant")
submitted a revIsed apphcatIon for Lot Line AdJustment 93-1 to the Department of Development
Services The applicant IS proposmg to perform a lot lIne adJustment wltlun the Seal Beach
Trailer Park
SectIOn 2 Pursuant to 14 Calif Code of Regs ~ 15305 and ~ II B of the
City's Local CEQA GUidelines, staff has determmed as follows The application for Lot Line
Adjustment 93-1 IS categoncally exempt from revIew pursuant to the CalifornIa EnVironmental
Quality Act pursuant to 14 Calif Code of Regs ~ 15305 (Minor AlteratIons m Land Use
LimitatIOns), because It consists of minor alterations In land use limItations in areas wIth an
average slope ofless than 20%, whIch do not result In any changes m land use or denSity,
mcludmg , nunor lot line adJustments, and, pursuant to ~ 15061 (b)(3), because It can be seen
WIth certainty that there IS no pOSSibility that the approval may have a Significant effect on the
enVIronment
SectIOn 3 A duly noticed pubbc heanng was held before the Planning
CommiSSIon on August 18, 1993 to conSider the application for Lot Line AdJustment 93-1 No
wntten eVIdence was submitted for or against the proJect At the public heanng the applicant and
~ people spoke m favor of the request and ~ people spoke m OppoSItion
Section 4
The record of the heanng on August 18, 1993 indIcates the
follOWIng
(a) On July 29, 1993 Seal Beach Partners, Ltd submitted a revised application
for Lot Lme AdJustment 93-1 requesting to perfonn a lot line adJustment WIthin the Seal Beach
Trailer Park
(b) The proposed lot lme adJustment WIll result m one space WIthin the trailer
park beIng located on a separate parcel ofland
(c) The trailer park IS made up of three (3) large lots, each lot haVing several
traIler spaces on It The applicant IS proposmg to adJust the lines of one of the large lots to
COinCide WIth the eXIsting trailer space lines of one space wlthm the park
(d) The IS surrounding land uses and zOning are as follows
North-
South -
East -
West -
the Oakwood Apartments located Ion the ReSidential High DenSIty (RHO) zone,
the Riverbeach Townhomes located In the RHD zone,
the San Gabnel River located Within the City of Long Beach, and
an 011 separatIOn faCIlity located m the 011 Extraction (O-E) zone
(e) The City has received no responses, wntten or other, to ItS mailed notice
regarding Lot Lme AdJustment 93-1
Section 5 Based upon the facts contained m the record, including those stated m
~ 4 of this resolutIOn, and pursuant to Chapter 21 of the City's Code. the Planning ComnusslOn
hereby finds as follows

(a) The proposed lot line adjustment IS consistent WIth the applicable General
Plan and zODlng designations which designate the subJect property as hIgh density residential WIth
a densIty of960 square feet per dwelling Unit
(b) The site IS phYSically sUItable for the proposed use The sIte IS currently
developed wIth a two-story manufactured house No Improvements are proposed or anticipated
In conJunction With tins request
(c) The deSIgn of the lot line adjustment IS not likely to cause public health
problems because all utIlities and services necessary to serve the site are currently m place
(d)
(SectIon 15305)
The lot line adjustment IS categoncally exempt from CEQA review
(e) The adJusted parcels will contmue to be bound by the eXlstmg Amended
ParticipatIOn and DIspOSItion Agreement and the Amended DeclaratIOn of Establishment of
Covenants for the trailer park
(t) With the reqUIred access easement In place, the smaller adJusted parcel wdl
have necessary access to and from a public nght-of-way as well as haVIng access for emergency
vehIcles
Section 6 Based upon the foregOing, the Planning Commission hereby
recommends approval of Lot Line AdJustment 93-1 to the CIty Council, subject to the followmg
conditions

Lot Line AdJustment 93-1 IS approved for a lot line adjustment wlthm the Seal
Beach Trader Park, as dlustrated In Exhibit B to the apphcatlon

The applicant IS hereby notified that the resulting parcels shall continue to be
bound by the reqUIrements of the Amended Participation and DIspOSItion
Agreement between the Redevelopment Agency of the City of Seal Beach and
RIverbeach ASSOCIates signed by the City on July 21, 1981 and the Amended
DeclaratIOn of Establishment of Covenants between the Redevelopment Agency of
the City of Seal Beach and RIverbeach AsSOCIates recorded on November 24, 1981

An easement shall be recorded concurrently With the lot line adJustment providing
permanent nghts of access over all streets or roads wlthm the trailer park from the
public nght-of-way at FIrst Street to the as-adJusted lot The City shall be a party
to SaId easement and shall also have nghts of access over the same streets and
roads for emergency access to the as-adJusted lot

The applicant shall comply WIth each of the follOWIng conditions of the
Engmeenng Department
A AJI record owner signatures must be acknowledged
B The applicatIon shall be accompanied by a title report and ongmal deed
creating the parcel
C The lot line adJustment must be reflected m deed and must be recorded
concurrently With the lot line adJustment
D The owner shall prepare deeds and convey the newly adJusted parcelsllots
to each other If the parcels affected by the lot line adJustment are under
common ownerslnp, one of the parcels affected by thiS adJustment WIll
need to be conveyed to a second party, perhaps a tItle msurance company
who Will re-convey the as-adjusted parcel to the owner after the lot Ime
adjustment IS complete Consent to the lot line adjustment by a party or

entIty holdmg a beneficial mterest m the property shan also be reflected m
the modIfication of the deed oftrust The legal descnptions shown on these
deeds shan agree WIth the lot/parcels shown on the approved lot Ime
adjustment
PASSED, APPROVED AND ADOPTED by the Planning CommiSSIon of the CIty of Seal Beach
at a meetmg thereof held on the 18th day of August, 1993 by the folloWIng vote
