A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SEAL BEACH RECOMMENDING TO THE
CITY COUNCIL APPROVAL OF ZONING TEXT
AMENDMENT 93-2, AMENDING SECTION 28-1900 TO
PERMIT ENTERTAINMENT CAFES WITHIN THE
RECREATIONAL GOLF ZONE (R-G) SUBJECT TO THE
ISSUANCE OF A CONDITIONAL USE PERMIT
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES
HEREBY RESOLVE:
Section 1. On October 22, 1992, the Planning Commission considered and
approved CUP 92-14, a request by the Bixby Ranch Company for an after-the-fact approval
allowing an alcohol-related land use in conjunction with an existing country club and tennis club
located at 3901 and 3900 Lampson Avenue, respectively During its preparation of the staff
report staff discovered that Old Ranch Country Club provides entertainment in conjunction with
its dining and lounge areas
At that time the Commission, on recommendation from staff, recommended the City initiate a
zoning text amendment to allow entertainment cafes in the R-O zone subject to the issuance of a
conditional use permit
Section 2 The proposed Zone Text Amendment is Categorically Exempt from
the provisions of the CahfornIa Environmental Quality Act (CEQA) pursuant to Section 15301(a),
(d) and (e), and Section 15305
Section 3 A duly notIced publIc hearing was held by the Planning Commission
on April 7, 1993 to consider Zone Text Amendment 93-1
Section 4
The record of the hearing on April 7, 1993 indicates the following
(a) At said public hearing there was oral and written testimony and evidence
received by the Planmng CommiSSIOn
(b) Presently there are two parcels ofland within the City which are zoned for
recreational golf uses (R-G) the Old Ranch Country Club located a the northeast corner of Seal
Beach Boulevard and Lampson Avenue, and small golf course located within Leisure World
Approval of this zoning text amendment will allow entertainment cafes, as a condItionally
permitted secondary use to a restaurant or cocktail lounge when constructed in conjunction with a
golf course at any R-G zoned property
Section 5 Based upon the facts contained in the record, including those stated
in ~4 of this resolution and pursuant to ~~28-2407 and 28-1900 of the City's Code, the Planning
Commission makes the following findings
(a) The proposed Zone Text Amendment will apply to all properties within the
City which are currently zoned for recreational golf uses
(b) Staff believes an entertainment cafe is an appropriate secondary use within
the R-G zone. Staffs behefis based on the following

restaurants and cocktail lounges are permitted and conditionally

(2) due to the nature of the primary use of the property as a golf
course, entertainment facilities will not be located in close proximity to neighboring residential
uses,
(3) entertainment has been provided in conjunction with the Bixby Old
Ranch Country Club, the City's only property zoned for recreational golf uses outside of the gated
community of Leisure World, for a number of years with no history of complaints or
extraordinary demands on City services or resources of any kind
(c) This proposal Will not result in any significant adverse impacts.
Section 6 Based upon the foregoing, the Planning Commission hereby
recommends approval of ZOning Text Amendment 93-2 to the City Council subject to the
folIowing
"Section 28-1900 (6) is deleted In Its entirety with Section 28-1900 (7)
renumbered accordingly
A new Section 28-1900 (7) IS hereby added to read
(7) The following uses subJect to issuance ofa Conditional Use Permit
(a) Cocktail Lounge
(b) Entertainment Cafes, as that term is defined in paragraphs 1 and 3 of
Section 28-231 I of this Code, in conjunction with a restaurant or cocktail
lounge, provided the area of the structure in which entertainment is
provided IS located a minimum of300 feet from neighboring residentially
zoned property"
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of Seal Beach
at a meeting thereof held on the 7th day of Apnl, 1993, by the following vote
