A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SEAL BEACH RECOMMENDING TO THE CITY COUNCIL APPROVAL OF
TENTATIVE PARCEL MAP 92-261 (ROCKWELL HEALTH FACILITY)
THE PLANNING COMMISSION OF THE CITY OF SEAL BEACH DOES HEREBY FIND
AND RESOLVE
Section 1 On February 3, 1993, Rockwell International Corporation ("The
Applicant") submitted Tentative Parcel Map 92-261 to the Department of Development Services
The applicant is proposing to subdivide the Rockwell International parcel into two parcels
Section 2 Pursuant to 14 Calif Code of Regs. ~ 15315 and ~ II B of the
City's Local CEQA Guidelines, staff has determined as follows The application for Tentative
Parcel Map 92-261 is categorically exempt from review pursuant to the California EnVironmental
Quality Act pursuant to 14 Calif Code of Regs ~ 15315 (Minor Land DiVisions), because it
consists of the division of property in an urbanized area zoned for industrial use into four or fewer
parcels when the division is in conformance with the General Plan and zoning, no variances or
exceptions are required, all services and access to the proposed parcels to local standards are
available, the parcel has not been involved in a division of a larger parcel within the previous two
years, and the parcel does not have an average slope greater than 20 percent, and , pursuant to
~ 15061(b)(3), because it can be seen with certainty that there is no possibility that the approval
may have a significant effect on the environment
Section 3 A duly noticed public hearing was held before the Planning
Commission on April 7, 1993 to consider the application for Tentative Parcel Map 92-261 No
written evidence was submitted for or against the project At the public hearing the applicant
spoke in favor of the request and no people spoke in opposition
Section 4
The record of the hearing on April 7, 1993 indicates the following
(a) On February 3, 1993 Rockwell International Corporation submitted
Tentative Parcel Map 92-261 requesting to subdivide a 2 1 acre parcel from the larger Rockwell
site The parcel, located roughly in the center of the Rockwell complex, will house Rockwell's
new health facility and tennis courts
(b) The purpose of this subdivision IS to allow a separate parcel to be leased
out to the company who will manage the health facility
(c) The subject property is surrounded on all sides by Rockwell International
in the M-l zone and to the north, across Westminster Avenue, by Leisure World in the Residential
High Density zone
(d) The City has received no responses, written or other, to its mailed notice
regarding Tentative Parcel Map 92-261
Section 5 Based upon the facts contained in the record, including those stated in
~ 4 of this resolution, and pursuant to Chapter 21 of the City's Code, the Planmng Commission
hereby finds as follows
(a) The proposed Map is consistent with the applicable General Plan and
zoning designations in that the map will subdivide the existing 105 4 acre lot Into two (2) lots, the
smaller having an area of2 I acres to allow for the ground lease of the smaller lot in conjunction
with the management of the health facility at Rockwell International
(b) The site is physically suitable for the proposed use The site is currently
developed as a health club and tennis courts This subdivision Will simply allow Rockwell to
lease the site separately to the health facility's management company

(c) The design of the subdivision is not likely to cause public health problems
because all utilities and services necessary to serve the site are currently in place
(d) The subdiVIsion is categorically exempt from CEQA review (Section
15315)
(e) The discharge of water from the subdivision into the existing community
sewer system will not violate existing requirements prescribed by the local regional water quality
control board
Section 6 Based upon the foregoing, the Planning Commission hereby
recommends approval of Tentative Parcel Map 92-261 to the City Counctl, subject to the
following conditions
1 The map requIres the review and approval of the California Coastal Commission
2 A lot tie agreement preventing the separate sale of the Parcell and Parcel 2 of the parcel
map shall be prepared and provided to the City for review and approval by the City
Attorney's office and Engineering Department pnor to Final Map Approval The lot tie
agreement and Final Map shall be recorded simultaneously
3 Prior to recordation of the Final Map, the surveyor/engineer preparing the Map shall tie
the boundary of the Map Into the Horizontal Control System estabhshed by the Orange
County Surveyor
4 Prior to recordation of the Final Map, the surveyor/engineer shall also submit to the
Orange County Surveyor a digital-graphics file of said Map in a manner described in the
Orange County Subdivision Code and Orange County Subdivision Manual, Subarticle 18
PASSED, APPROVED AND ADOPTED by the Planning CommiSSIon of the City of Seal Beach
at a meeting thereof held on the 7th day of April, 1993 by the following vote
