A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF SEAL BEACH APPROVING CONDITIONAL USE
PERMIT 94-7, PERMITTING THE ESTABLISHMENT OF A
PLANNED SIGN PROGRAM FOR THE ROCKWELL
INTERNATIONAL FACILITY LOCATED AT 2201 SEAL
BEACH BOULEV ARO, SEAL BEACH SPECIFICALLY, THE
PLANNED SIGN PROGRAM WOULD PERMIT THE
INSTALLATION OF TWO (2) OVERSIZE SIGNS ON
BUILDING 80 THE PROPOSED SIGNS READING
"ROCKWELL" IS PROPOSED IN CONJUNCTION WITH THE
RELOCATION OF THE CORPORATE HEADQUARTERS TO
THE SEAL BEACH FACILITY

Section I On Septembel 14, 1994, Carl J NordqUist on behalf of Rockwell
International ("the Appheants") filed an apphcatlOn for CUP 94-7 With the Department of
Development Services Through CUP 94-7, the apphcant seeks approval to establish a planned
sign program for the Rockwell International faclhty located at 220 I Seal Beach Boulevard, Seal
Beach SpeCifically, the planned sIgn program would permit the installation of two (2) oversize
signs on BUIlding 80 The proposed signs reading "Rockwell" IS proposed In conJunctIOn With tlIe
relocatIOn of the corporate headquarters to the Seal Beach faclhty
Section 2 Pursuant to 14 Cahf Code of Regs ~ 15025(a) and ~ II B of the
City's Local CEQA GUIdelines, staff has determined as follows The apphcatlon for ConditIOnal
Use Permit 94-7 IS categoncally exempt from revIew pursuant to the Cahfornla EnVIronmental
Quality Act pursuant to 14 Cahf Code of Regs ~ 15311 (Accessory Structures), because It
Involves the construction, or placement of minor structures accessory to (appurtenant to) eXisting
commercial, Industnal, or instructional faclhtles, including but not hmlted to (a) on-premise
sIgns ,and, pursuant to ~ 15061 (b )(3), because It can be seen With certainty that there IS no
posslblhty that the approval may have a Significant effect on the environment
Section 3 A duly noticed pubhc heanng was held before the Planning
Commission on October 19, 1994 to conSider the apphcatlon for ConditIOnal Use Permit 94-7 At
the pubhc heanng no one spoke In favor or against the apphcatlOn
Section 4
The lecord of the heanng on October 19, 1994 indicates the
follOWing
(a) On September 14, 1994, Carl J NordqUist filed an apphcatlOn for
Conditional Use PermIt 94-7 With the Department of Development ServIces
(b) SpeCIfically, the apphcants are requesting to establish a planned sign
program for the Rockwell International faCIlity whIch would permit two (2) overSize signs on
Building 80 The proposed signs reading "Rockwell" are proposed In conJunctIOn With the
relocation of the corporate headquarters to the Seal Beach facility
(c) The subJect property IS located on the westerly SIde of Seal Beach
Boulevard between Westminster Avenue and AdoIfo Lopez Dnve
(d) The subJect property compnses approximately 100 acres and
houses the Rockwell International faclhty, including the newly relocated corporate headquarters

(e) The apphcants are ploposrng these signs In conJunction with
relocation of the corporate headquarters to Seal Beach The two (2) signs, are proposed for the
south and west sides of BUIlding 80, the tallest of the bUIldings wIthin the Rockwell complex
Each sign will have an area of approximately 416 square feet and will be located Just below the
roofllne (see attached plans)
(f) The subJect property currently conforms to all proVIsIons of the
Code
(g)
The surrounding land uses and zOnIng are as follows
NORTH
Located across Westminster Avenue IS the communIty of Leisure
World, a complex of multi-family resldenttal uses located In the
Residential High Density zone (RHO)
SOUTH
The City'S pohce station, corporate yard and anImal shelter located
m the Pubhc Land Use/Recreation zone (pLUIR)
EAST
A flood retention basin located within the Hellman Ranch Specific
Plan Regulatory zone and the attached single family dwelhng
communIty ofIsland Village located Within the CIty of Long Beach
WEST
The Seal Beach Naval Weapons StatIOn located across Seal Beach
Boulevard In the PLU/R zone

The City has received no wntten responses to ItS mailed notice for
CUP 94-7
Section 5 Based upon the facts contained m the record, including those stated In
~ 4 of this resolution, and pursuant to ~~ 24-1803, 28-2503 and 28-2504 of the City's Code, the
PlannIng CommissIon hereby finds as follows
(a) Conditional Use Penmt 94-6 IS consistent WIth the proVIsions of the
Land Use Element of the City's General Plan which permits hght Industnal uses of the property of
the subJect property The use IS also consistent With the remainIng elements of the CIty's General
Plan as the pohcles of those elements are consistent With, and reflected m, the Land Use Element
Accordingly, the proposed use IS consIstent With the General Plan
(b) The signs Included In this planned sign program meet the minimum
design standards for signs Within the City
(c) Apploval does not constitute a grant of specific pnvilege or allow
substantially greater VISibility than the standard pi OVlSlons allow The Rockwell faclhty IS unIque
WIthin the CIty for several reasons, mcludlng the fact It IS the only large Industnal faclhty located
Within the City Additionally, With a gross floor area of over I I milhon square feet the facility has
over three times as much bUlldmg area as Rossmoor Center, the City's second largest
commerclal/mdustnal center The proposed slgnage will be located at the top ofBUlIdmg 80
whIch IS approximately 130 feet tall ThIS bUIlding IS nearly tWice as tall as the second tallest
bUIldings (70 feet In height) located at the BIxby office park Finally, the proposed slgnage IS only
26% of the maximum allowable slgnage under the proVISIons of the Code
(d) The follOWing Items shall be conSidered m a planned sign program
(I) Distance of bUIldings from street - Building 80 IS located
approximately 100 feet off of Seal Beach Boulevard, With
the proposed slgnage being located approximately 120 feet
from the ground level

(2) Size of bUIldings - With over I 1 milhon square feet, the
Rockwell faelhty IS over three tImes as large as the second
largest IndustnaVcommerctal center within the City Also,
BUIlding 80, on which the new slgnage IS proposed IS
approximately 130 feet tall, nearly tWIce as tall as the next
tallest bUlldmg within the CIty
(3) Traffic speed on the street - 50 miles per hour
(4) Arrangement of bUIldings on the lot or parcel - Not
apphcable as signs are only proposed for one building
(5) Number of anchor tenants - Rockwell International's 100
acre faclhty
SectIon 6 Based upon the foregOing, the Planmng CommissIon hereby
approves Conditional Use Permit 94-7, subJect to the follOWing conditIons
I CondItIonal Use Permit 94-7 IS approved to permIt the estabhshment ofa planned sign
program for the Rockwell InternatIonal faclhty located at 220 I Seal Beach Boulevard,
Seal Beach SpeCifically, the planned sign program would permit the Installatron of two (2)
oversize sIgns on BUIlding 80 The proposed signs reading "Rockwell" IS proposed In
conJunctIon with the relocatIon of the corporate headquarters to the Seal Beach faclhty
2 All constructIon shall be In substantial complIance WIth the plans approved through CUP
94-7
3 ThiS ConditIonal Use Permit shall not become effectIve for any purpose unless an
"Acceptance of ConditIons" fonn has been Signed by the applIcant In the presence of the
Director of Development Services, or notanzed and returned to the Planning Department,
and until the ten (10) day appeal penod has elapsed
PASSED, APPROVED AND ADOPTED by the Planmng CommIsSion of the City of Seal Beach
at a meeting thereof held on the 19th day of October, 1994 by the follOWing vote
